TERMINOLOGIE

Definition: A rare disorder in which the patient complains spontaneously that his or her mental activity, body, and surroundings are changed in their quality, so as to be unreal, remote, or automatized. Among the varied phenomena of the syndrome, patients complain most frequently of loss of emotions and feelings of estrangement or detachment from their thinking, their body, or the real world. In spite of the dramatic nature of the experience, the patient is aware of the unreality of the change. The sensorium is normal and the capacity for emotional expression intact. Depersonalization-derealization symptoms may occur as part of a diagnosable schizophrenic, depressive, phobic, or obsessive-compulsive disorder. In such cases the diagnosis should be that of the main disorder.
Définition: Trouble rare, au cours duquel le sujet se plaint spontanément d'une altération qualitative de son activité mentale, de son corps et de son environnement, ceux-ci étant perçus comme irréels, lointains ou robotisés . Les plaintes concernant une perte des émotions et une impression d'étrangeté ou de détachement par rapport à ses pensées, à son corps, ou le monde réel, constituent les plus fréquentes des multiples manifestations caractérisant ce trouble. En dépit de la nature dramatique de ce type d'expérience, le sujet est conscient de la non-réalité du changement. L'orientation est normale et les capacités d'expression émotionnelle intactes. Des symptômes de dépersonnalisation-déréalisation peuvent survenir dans le contexte d'un trouble schizophrénique, dépressif, phobique ou obsessionnel-compulsif identifiable. Dans de tels cas, le diagnostic doit être celui du trouble principal.

The complainants, the government of the country of origin and/or export, importers and exporters and their representative associations, users and consumer organisations, which have made themselves known in accordance with the second subparagraph of Article 10(12), may, upon written request, inspect all information made available to the Commission by any party to an investigation, as distinct from internal documents prepared by the authorities of the Union or its Member States, which is relevant to the presentation of their cases and is not confidential within the meaning of Article 29, and is used in the investigation.

(49) However, by letter dated 24 June 1998 the Spanish authorities stated that their position did not contradict the view of the complainant that deferment of debt is a discretionary government measure adopted after examination of each individual case; but while they accept that Article 20 of the General Social Security Law uses the word "podran" (may) when referring to the authority's power to grant a deferment of payment of social security debts, only by an absolutely literal interpretation could the authority be said in the Spanish Government's view to have discretionary power.
