50. Supports the UN Special Rapporteur’s report to the 69th session of the UN General Assembly on the human rights situation in Myanmar, which recognises the progress made so far while identifying remaining areas of major concern, notably with regard to the situation in Rakhine state and the situation of Rohingyas, which is exacerbated by the fact that this community lacks legal status and thus continues to face systemic discrimination; deplores the attacks on civilians in the Kachin and Shan States, sexual violence committed by security forces during armed conflict, the existence of political prisoners, the harassment of human rights defenders, activists, and media professionals, extrajudicial killings, land confiscation, and the targeting of religious and ethnic minorities – in particular of Rohingya – which are serious human rights challenges that remain unaddressed; deplores the fact that the Burmese Government has not only largely ignored UN recommendations but also stalled on negotiations with the Office of the UN High Commissioner for Human Rights (OHCHR) regarding the opening of an OHCHR country office; urges the Burmese Government to address all those issues, implement the UN recommendations, and open the OHCHR country office; calls on the UNHCR to renew the mandate of the Special Rapporteur under Item 4; takes the view that the negotiation of an investment agreement between the EU and Myanmar should be considered carefully, as foreign investment in the country risks exacerbating human rights violations, as well as violence and discrimination against religious minorities;

A strengthened and more independent Parliamentary Budget Office would promote greater understanding of complex budget issues; it would force the government to defend its economic and budget forecasts; it would promote a straightforward and more understandable and open budget process; it would promote accountability by commenting on the government’s projections and analysis; finally, by being non-partisan, it would provide research to all political parties.

Given the current Prime Minister's tight-fisted control of all aspects of government and his micro-managerial style, there is a concern being expressed by many in the public that your office could become a tool to root out experts who disagree with the government's position: for instance, scientists who call for action on Kyoto, child care experts calling for universal child care, aboriginal experts and I'm talking about within the government who defend Kelowna.
