Together with Germany, support for the establishment of a cross-sectoral and cross-boundary multi-stakeholder platform for regional ocean governance by 2020. This platform will be developed under the Partnership for Regional Ocean Governance (PROG), initiated in 2015 by the United Nations Environment Programme (UNEP), the Institute for Advanced Sustainability Studies (IASS), the Institute for Sustainable Development and International Relations (Institut du Développement Durable et des Relations Internationales – IDDRI) and the Think Tank for Sustainability (TMG).

having regard to the Inter-institutional Agreements and texts governing relations between the two Institutions,

Believes that, in order to draw greater benefit from their trade relations and appropriately distribute the gains from trade among their populations, governments in both regions should mobilise those gains in order to improve social welfare and need to accompany trade policy with the adoption of appropriate internal and structural reforms, in particular in the social and fiscal fields, while promoting responsibility of trade reforms and further expanding and enhancing trade-related institutional capacity;

The Cotonou Agreement, concluded with African, Caribbean and Pacific (ACP) countries, went even further, basing the allocation of a part of the European Development Fund (governance initiative) on the beneficiary countries' commitment to institutional reforms in several governance-related fields, including human rights, democracy and the rule of law.
L' accord de Cotonou, conclu avec les pays d'Afrique, des Caraïbes et du Pacifique (ACP) est allé encore plus loin, en fondant les allocations d'une partie du Fonds européen de développement (l'initiative Gouvernance) sur les engagements par les pays bénéficiaires en matière de réformes institutionnelles dans plusieurs domaines liés à la gouvernance, y compris les droits de l'homme, la démocratie et l'État de droit.

(15) Even though it is neither the object nor the effect of this Regulation to amend national legislation on access to documents, it is nevertheless clear that, by virtue of the principle of loyal cooperation which governs relations between the institutions and the Member States, Member States should take care not to hamper the proper application of this Regulation and should respect the security rules of the institutions.
