Question No. 609 Ms. Anne Minh-Thu Quach: With respect to drug regulation and approval: (a) does the 2012 Economic Action Plan provide for decreases or increases in the financial and human resources allocated to (i) drug approval services, (ii) regulatory activities to evaluate and monitor the safety, efficacy and quality of drugs before and after they enter the marketplace, (iii) activities related to the review of submissions by drug manufacturers for market authorization and post-market changes, (iv) activities related to enforcing compliance with existing regulations, including those concerning clinical trials, drug manufacturing and the reporting of adverse drug reactions, (v) activities of the Patented Medicine Prices Review Board, (vi) services such as the Patent Register, Drug Product Database, Notice of Compliance, and Progressive Licensing Project, (vii) various areas of Health Canada such as the Marketed Health Products Directorate, Therapeutic Products Directorate, Biologics and Genetic Therapies Directorate, and the Veterinary Drugs Directorate; (b) for each of the programs and directorates listed in (a), (i) what is the estimated extent of the decreases or increases in human or financial resources, (ii) are positions expected to be cut and, if so, how many will be eliminated; (c) was a value-for-money assessment conducted for the drug approval process; and (d) what is the government’s financial allocation plan regarding drug regulation?
Question n 609 Mme Anne Minh-Thu Quach: En ce qui concerne la réglementation et l’homologation des médicaments: a) le Plan d’action économique 2012 prévoit-il des baisses ou des hausses des ressources financières et humaines pour (i) les services d’homologation des médicaments, (ii) les activités liées à la réglementation qui visent à évaluer et à surveiller l’innocuité, l’efficacité et la qualité des médicaments avant et après leur commercialisation, (iii) les activités liées à l’examen des demandes d’autorisation de mise en marché et de modification post-commercialisation présentées par les fabricants de médicaments, (iv) les activités liées à l’application de la réglementation en vigueur, y compris les règlements visant les essais cliniques, la fabrication de médicaments et la déclaration des effets indésirables, (v) les activités du Conseil d’examen du prix des médicaments brevetés, (vi) les services tels que le Registre des brevets, la Base de données sur les produits pharmaceutiques, les Avis de conformité, le Projet d’homologation progressive, (vii) les différentes directions de Santé Canada telles que la Direction des produits de santé commercialisés, la Direction des produits thérapeutiques, la Direction des produits biologiques et des thérapies génétiques et la Direction des médicaments vétérinaires; b) pour chacun des programmes et directions énumérés au point a), (i) de quel ordre sont les baisses ou les hausses de ressources humaines ou financières prévues, (ii) des coupures de postes sont-elles prévues et, si oui, combien de postes seront supprimés; c) est-ce qu’une évaluation de l’optimisation des ressources a été complétée concernant le processus d’homologation des médicaments; d) quel est le plan d’allocations financières du gouvernement en ce qui a trait à la réglementation des médicaments?

This basically means that animals can move unchecked from one country to another, as can any dangerous diseases they may be carrying. This is compounded by a third factor, the abolition of government veterinary services, staff cutbacks and the generally scant importance attached to government control mechanisms, all as a result of the demand by big business for any controls to be minimised between or within countries which might obstruct the need for livestock to be moved quickly, together with the profit generated.

During the committee delegation visit to the United Kingdom in April 2002, many farmers referred to specific weaknesses in communication: they pointed out that there was no special telephone number to call to report sources of infection, so that the only numbers available were constantly engaged; they also stressed the difficult relations between local vets and government veterinary services, and in particular the absence of a public inquiry, which was seen as a further sign of the lack of openness and communication on the part of the government.

Several farmers mentioned other communication problems, citing the absence of a dedicated phone line to report outbreaks, with the result that the only line available was always engaged, the difficult relations between local vets and the government veterinary services and, above all, the failure to hold a public inquiry, which was perceived as another sign of the government’s lack of openness and poor communication skills.

Concentrating the capacity required to meet the multilingual communication needs of a number of agencies spread across the territory of the Union in a single autonomous and specialized centre should ensure the most efficient use of resources, reduce downtime and avoid the duplication of logistic support services such as terminology, documentation, libraries, and information and telecommunication services. On a proposal from Mr Van Miert, the Commission is proposing that the Council adopt a Regulation setting up the Translation Centre as an interagency body with budgetary and organizational ties with the agencies concerned and the Commission and having its own legal personality, managerial autonomy and budget. * * * 1 COM(94) 22/2
