The Fisheries Partnership Agreement between the European Community on the one hand, and the Government of Denmark and the Home Rule Government of Greenland, on the other hand , and the Protocol setting out the fishing opportunities and financial contribution provided for in that Agreement , provide that the Union is to receive 7,7 % of the total available catches (TAC) for capelin in Greenland waters of ICES zones V and XIV.

In this new Partnership Agreement, the EU is offering the São Tomé Government a financial contribution of EUR 663 000 per year: 50% of this amount will be earmarked for annual financial support for defining and implementing a sectoral fisheries policy in São Tomé and Príncipe and will be based on annual and multiannual programming.

The EGCC would adopt its statues on the basis of the convention. The statute would contain the list of its members, definitions of its objective and tasks, its name and principal address, its constituent organs including the Member Assembly and Executive Board, by whom and how the EGCC, would be represented, the decision making procedures, the establishment of the working language or languages, the modalities for its functioning, notably those concerning personnel management, recruitment procedures, the nature of personnel contracts, guaranteeing stability of co-operation actions, provisions governing members' financial contributions and the applicable accounting and budgetary rules, the designation of independent organisation of financial control and external audit authorities.

(8) In determining the existence of a subsidy, it is necessary to demonstrate that there has been a financial contribution by a government or regional body or other public organisation via a transfer of funds or that debts of any kind representing government revenue that are otherwise due are foregone or not collected, and that a benefit has thereby been conferred on the recipient enterprise.
(8) Pour déterminer l'existence d'une subvention, il est nécessaire de prouver qu'une contribution financière a été octroyée par les pouvoirs publics, un organisme régional ou un autre organisme public au moyen d'un transfert de fonds ou que des dettes, de quelque nature que ce soit, qui représentent des recettes publiques normalement exigibles sont abandonnées ou ne sont pas perçues et que l'entreprise bénéficiaire s'est ainsi vu conférer un avantage.

(2) Article 24 of Council Decision 90/424/EEC of 26 June 1990 on expenditure in the veterinary field(2), as last amended by Regulation (EC) No 1258/1999(3), lays down the rules governing a Community financial contribution towards programmes for the eradication and monitoring of animal diseases, in particular that the disease must be listed in the Annex to the Decision, the slaughter programme (including possible compensation for producers) must be approved by the Commission, and expenditure (including any compensation for producers) may be eligible for a Community financial contribution.
