The HCR has much to gain from regarding the European Union as a consistent entity in the medium term: this could be an incentive to make the most efficient use of the human and budgetary resources currently mobilised in the EU and the acceding countries and gradually redeploy them in areas where there is a greater need for protection and support for host countries and countries of origin.
Le HCR a un intérêt majeur à considérer à moyen terme l'Union européenne comme une entité cohérente: cela pourrait l'inciter à utiliser d'une manière plus efficace ses ressources humaines et budgétaires mobilisées actuellement dans l'UE et les pays candidats pour les redéployer graduellement dans des zones où les enjeux de protection et de soutien aux pays d'accueil ou d'origine seraient plus importants.
