23. The Commission presented its Opinion on Serbia's membership application today. The Commission recommends that the European Council should grant Serbia the status of candidate country, taking into account progress achieved so far and on the understanding that Serbia re-engages in the dialogue with Kosovo and is moving swiftly to the implementation in good faith of agreements reached to date.

Citizens of the former Yugoslav Republic of Macedonia, Montenegro and Serbia were granted visa-free travel to the Schengen Area in December 2009 and the same status was granted one year later to the citizens of Albania and Bosnia and Herzegovina.

2. Calls on the leaders of the ethnic Albanians in southern Serbia to give a positive response to the Serbian and Yugoslav governments' plan and to continue negotiations with a view to finding a peaceful solution to the situation and to supporting the measures planned by the FRY and the Serbian government to improve the living conditions of ethnic Albanian citizens in southern Serbia;
