Efforts under the convergence programmes would be devoted to modernising and increasing physical and human capital, in order to increase long-term competitiveness, foster environmental sustainability and provide a greater contribution to the Union's overall economic performance while developing best practices in governance and institutional capacities.

The European Institute for Innovation and Technology (EIT) and the Enterprise Europe Network can play an important role in this regard, but Member States may also need to increase their capacity for technology transfer through strengthening links between research-based contract institutions and SMEs.[18] Greater access for SMEs to enabling high technologies manufactured in Europe and the promotion of regional innovation clusters and networks are essential for creating and maintaining world-class innovation.
L’Institut européen d’innovation et de technologie (IET) et le Réseau de soutien européen aux entreprises peuvent jouer un rôle important à cet égard, mais les États membres doivent peut-être également accroître leur capacité en matière de transfert de technologies en renforçant les liens existant entre les instituts de recherche sous contrat et les PME[18]. Acknowledges the fact that with the accession of Croatia to the Union, a reduction of EUR 67,6 million will be made to the IPA allocations; is nevertheless concerned that the Commission is proposing a greater than expected reduction in support for institutional capacity building for candidate countries, with the cut in IPA allocations for Croatia (EUR –29,14 million in total as compared to 2012), while the same line for potential candidate countries is reinforced (EUR +10,5 million compared to 2012); recalls that institutional capacity is of utmost importance for the proper use of Union funding and is equally important for both candidate and potential candidate countries; welcomes the proposed increase in CA for IPA rural development of 10,2 % compared to the 2012 budget;

Believes that, in order to draw greater benefit from their trade relations and appropriately distribute the gains from trade among their populations, governments in both regions should mobilise those gains in order to improve social welfare and need to accompany trade policy with the adoption of appropriate internal and structural reforms, in particular in the social and fiscal fields, while promoting responsibility of trade reforms and further expanding and enhancing trade-related institutional capacity;
estime que, pour pouvoir tirer davantage profit de leurs relations commerciales et procéder à la distribution adéquate des profits du commerce au sein de sa population, les gouvernements des deux régions doivent en tirer parti pour améliorer leur bien-être social et doivent assortir leurs politiques commerciales de réformes internes et structurelles adéquates, en particulier dans les domaines social et fiscal, en favorisant des réformes commerciales responsables et en donnant plus d'ampleur à la capacité institutionnelle en matière commerciale;

Emphasises that the European Union's external actions to combat international terrorism should in the first place be aimed at prevention, in order to ensure that radical or extremist groups, and also States, do not resort to terrorism and do not support it as a strategy in the pursuit of their objectives; urges the Member States to acquire greater institutional capacity for combating terrorism; considers that in broad terms the objectives relating to prevention set out in the European Union Counter-Terrorism Strategy are in keeping with that objective;

Emphasises that the European Union's external actions to combat international terrorism should in the first place be aimed at prevention, in order to ensure that radical or extremist groups, and also States; do not resort to terrorism and do not support it as a strategy in the pursuit of their objectives; urges the Member States to acquire greater institutional capacity for combating terrorism; considers that in broad terms the objectives relating to prevention set out in the European Union Counter-Terrorism Strategy are in keeping with this objective;

urges the Commission, however, to give closer consideration to the detrimental effect of dependency on aid in terms of reducing institutional quality and to attach greater importance to tasks enhancing decisive anti-corruption measures and the fiscal capacities of the developing countries in order not just to improve the quality of their institutions, but also to reduce their dependency on aid and increase their ability to make use of domestic resources;
invite toutefois la Commission à accorder une plus grande attention à l'effet négatif généré par la dépendance vis-à-vis de l'aide sur la qualité des institutions et une plus grande importance aux tâches liées à la lutte déterminée contre la corruption et au renforcement des capacités fiscales des pays en développement afin d'améliorer la qualité de leurs institutions et également de les rendre moins tributaires de l'aide et d'accroître leur aptitude à mobiliser les ressources nationales;
