To that end, in September 2015 - at the initiative of the EU's foreign ministers - the EU proposed abolishing the monthly limit on imports to the EU of Tunisian olive oil, and allowing an additional 35 000 tonnes to be imported to the EU each year for a period of two years, effective since 2016 and to introduce emergency autonomous trade measures, providing a zero-duty tariff quota of 35 000 tonnes additional per year over a two-year period (2016-2017, 70 000 tonnes in total), in addition to the existing 56 700 tonnes provided for under the EU-Tunisia Association Agreement.

The maximum Union contribution covering the costs under the Multiannual Financial Framework 2014-2020 shall be EUR 570 million , including contributions from the countries of the European Free Trade Association (EFTA), paid from the budget appropriations allocated to Horizon 2020 and in particular from the specific objective "Smart, green and integrated transport" under the Horizon 2020 priority "Societal challenges".

Stresses that there is no one-size-fits-all mode of finance and calls on the Commission to take into account the interests of SMEs in all existing and possible future programmes, instruments and initiatives, especially for new business models in the green economy, ranging across equity (such as business angels, crowd funding and multilateral trading facilities), quasi-equity (such as mezzanine finance) and debt instruments (such as small-ticket company bonds, guarantee facilities and platforms), and partnerships between banks and other operators involved in SME financing (accountancy professionals, business or SME associations or chambers of commerce), in order to support businesses in their start-up, growth and transfer phases, taking into account their size, turnover and financing needs; calls on the Member States and on local and regional authorities to ensure adequate incentives and to provide fiscal incentives for these funding models; stresses the importance of reviewing existing SME supporting instruments to include further green growth opportunities;

As far as we are concerned, we do not support it, and we are therefore against the following: continuing to insist on controlling emissions through the emissions trading scheme, which has shown that instead of reducing emissions, it increases them; greater opening up of the markets and the division of labour at global level, so that EU capital can get its hands on the resources of the countries of the developing world, thereby lowering costs and increasing profits; and green capitalism, which associates ‘climate protection and trade liberalisation’ and ‘trade in environmental goods and services’.

I would of course, however, like to thank Mr Obiols and Mrs De Kayser, of the Socialist Group in the European Parliament, and Mr Romeva, of the Group of the Greens/European Free Alliance, for their amendments, because they improve and provide more detail on this desire to turn the mandate into a clear mandate for an association agreement of that kind, one that does not include a free trade area.
Toutefois, je tiens bien entendu à remercier M. Obiols et Mme De Kayser, du groupe socialiste au Parlement européen, et M. Romeva, du groupe des Verts/Alliance libre européenne, pour leurs amendements. En effet, ceux-ci améliorent et détaillent cette volonté de transformer le mandat en un mandat visant clairement à un accord d’association rédigé en des termes qui excluent la création d’une zone de libre-échange.
