This activity will provide for training on specific procurement issues as well as for the preparation of practical tools (guides) to carry out tendering and contracting in accordance with national law harmonized according to EC standards (e.g. standard clauses for contracts, standardised templates, guidance documents for national implementing bodies tailored to the particular conditions in each country).

Attention was drawn in the meetings to the slow progress in the implementation of ISPA measures (especially in the tendering and contracting phases), the slow progress in fulfilling the conditionalities under Art. 8 of the Financing Memoranda in the environment sector, the need to improve the quality of the monitoring reports prepared for the Monitoring Committees and the need to strengthen the management capacity of the implementing agencies.

Expresses concern at the fact that, in the sphere of the Cohesion Fund (overall volume in 2001: roughly EUR 3 billion), only Greece communicated irregularities (involving some EUR 2.5 million), whereas Spain, Ireland and Portugal informed the Commission that there were none to communicate; notes the Annual report of the cohesion fund (COM(2002) 557), in particular point 4.2 thereof, and urges the Commission to make a statement on this matter in the next annual report on the combating of fraud and on the action it has taken in cases in which contracts financed under the Cohesion Fund have been awarded in a manner which is not consistent with the directives on tendering procedures;

(4) In order to allow or facilitate co-financing together with international financial institutions and/or private sources, provision should be made for the possibility of derogating, after examination on a case-by-case basis, from the general rules on participation in invitations to tender and contracts co-financed under ISPA.
