(25a) Since the objective of this Regulation should be to encourage further harmonisation and standardisation of periodic roadworthiness testing of vehicles, which should eventually lead to the establishment of a single market for periodic roadworthiness testing in the Union with a system of mutual recognition of roadworthiness testing certificates which allows vehicles to be tested in any Member State, the Commission should draft a report on progress in the harmonisation process in order to determine when such a mutual recognition system could be established.
(25 bis) Le présent règlement ayant en principe pour objectif d'encourager l'harmonisation et la normalisation des contrôles techniques périodiques des véhicules, ce qui devrait aboutir, à terme, à la création d'un marché unique des contrôles techniques périodiques dans l'Union, assorti d'un système de reconnaissance mutuelle des certificats de contrôle technique permettant aux véhicules d'être contrôlés dans n'importe quel État membre, la Commission devrait élaborer un rapport sur l'état d'avancement du processus d'harmonisation afin de déterminer quand un tel système de reconnaissance mutuelle pourra être mis en place.

(14) The power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in order to empower it to make purely technical amendments of the Annexes to this Directive, in line with the adoption of directives in the field of technical harmonisation and standardisation and as a result of the technical progress, changes in the most relevant harmonised European standards or specifications and new scientific findings concerning electromagnetic fields, as well as to adjust the orientation and action values and the related lists of activities, workplaces and types of equipments.
(14) Il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne, afin qu'elle soit habilitée à apporter des modifications purement techniques aux annexes de la présente directive, dans le droit fil de l'adoption des directives concernant l'harmonisation et la normalisation techniques et à la suite de progrès techniques, de changements dans les normes ou spécifications européennes harmonisées les plus pertinentes ou après de nouvelles découvertes scientifiques relatives aux champs électromagnétiques.

Urges the Commission to develop and implement, in cooperation with the ESOs, an improved and coherent system for coordinating standardisation policy and activities, which should cover all aspects of the standardisation process, from the preparation and delivery of mandates, through the monitoring of technical committee work, ensuring that the standards produced are consistent with EU policies and meet the essential requirements of the respective legislation, to the formal adoption, publication and use of the standards; emphasises the role that relevant stakeholder categories could play as an advisory group assisting the Commission in developing a harmonised European standardisation policy platform;

In particular, a clear distinction should be drawn between the standards or parts of standards which must be made mandatory in order to achieve the objectives of this Directive, and the ‘harmonised’ standards that have been developed in the spirit of the new approach to technical harmonisation and standardisation.

In order to harmonise and standardise the content and format of applications for action under Article 5(1) and (4) of Regulation (EC) No 1383/2003 and the information to be entered on the application form, a standardised version of the form should be established.
