Whether this was a calculated move or a sudden brainwave on the part of our Heads of State, our delegation can feel satisfied that certainties have been challenged by the risk of rejection by the people in various countries. Such rejection would not be confined to the question of the weighting of votes for Spain and Poland, but would also have shaken the foundations of the project.
