The Commission itself rightly argues that the scope of the "Seveso II" Directive is to control the hazards linked to the presence of dangerous substances, without regard to the particular industrial activity is involved, consequently the inclusion of mining operations should not be confined to the chemical and thermal processing of the relevant substances.
