Definition: The essential feature is recurrent obsessional thoughts or compulsive acts. (11) When an employee of an approved employer with whom the Minister has entered into an agreement pursuant to subsection (2) has ceased to be employed by that employer to become employed in the public service and becomes a contributor before April 1, 2000, any service of that employee that, at the time he or she left that employment, he or she was entitled to count for the purpose of any superannuation or pension fund or plan established for the benefit of employees of that employer may, if the agreement so provides, be counted by him or her as pensionable service for the purposes of subsection 6(1) without contribution by him or her except as specified in the agreement if, within one year from the time when he or she becomes a contributor under this Part or within the further time that is specified in the agreement, the employer pays into the Superannuation Account the amount that is required under the agreement to be paid by that employer in respect of the employee.

(6) A new Article 65a should be inserted into Regulation (EC) No 883/2004 in order to ensure that a self-employed frontier worker who becomes wholly unemployed receives benefits, if he/she has completed periods of insurance as a self-employed person or periods of self-employment recognised for the purposes of granting unemployment benefits in the competent Member State and if no unemployment benefits system covering self-employed persons exists in the Member State of residence.

2. In accordance with Article 19(1) of Regulation (EC) No. 883/2004, if benefits in kind become necessary on medical grounds for the insured person during his/her stay, he/she shall present the document referred to in Paragraph 1 to the care provider in the Member State of residence, which shall apply to him/her the provisions of the legislation that would be applicable to him/her if he/she came under the scheme referred to in Article 23 of this Regulation in the Member State of stay.
2. The relevant institutions shall communicate to the competent institution of the Member State, whose legislation is applicable to a person by virtue of Title II of the basic Regulation, the necessary information required to establish the date on which this legislation becomes applicable and the contributions which he/she and his/her employer(s) are liable to pay under this legislation.

(19) For the purposes of strengthening the prudential supervision of reinsurance undertakings, it should be stipulated that an auditor must have a duty to report promptly to the competent authorities, wherever, as provided for by this Directive, he/she becomes aware, while carrying out his/her tasks, of certain facts which are liable to have a serious effect on the financial situation or the administrative and accounting organisation of a reinsurance undertaking.
