The overall objective of this Decision is to support, through the projects described below, the States Parties’ implementation of the United Nations Security Council Resolution (UNSCR) 1540 and other related Resolutions, the Convention on the prohibition of the development, production and stockpiling of bacteriological (biological) and toxin weapons and on their destruction (BTWC) as well as the International Health Regulations (IHR), and specifically those aspects that relate to the safety and security of biological agents and toxins in laboratories and other facilities, including the period of transit from one place to another, in order to prevent natural, accidental, or deliberate release of biological materials and to better control infections.
L’objectif général de la présente décision est de soutenir, par le biais des projets décrits ci-après, la mise en œuvre, par les États parties, de la résolution 1540 du Conseil de sécurité des Nations unies et d’autres résolutions connexes, de la convention sur l’interdiction de la mise au point, de la fabrication et du stockage des armes bactériologiques (biologiques) ou à toxines et sur leur destruction (BTWC), ainsi que du règlement sanitaire international (RSI), et notamment en ce qui concerne les aspects relatifs à la sécurité et à la sûreté des agents biologiques et des toxines dans les laboratoires et les autres installations, y compris la période de transfert d’un lieu à un autre, afin d’empêcher la dissémination naturelle, accidentelle ou volontaire de matières biologiques et de mieux maîtriser les infections.

47. Calls on the Member States and on European laboratories, in accordance with the provisions of the TRIPS Agreement, to negotiate a ‘partnership approach’ respecting patent protection in developed markets and covering voluntary licensing agreements, support for health programmes, technology transfer arrangements and an increase in local production capacity with a view to reducing the price of medicines in low-income countries (through tiered or differential pricing);

Calls on Member States to devote a larger part of their health budgets to information technologies with a view to improving their networks of hospitals, laboratories and screening centres, pharmacies, primary care centres and homes; to make information broadly available - with appropriate safeguards - to healthcare professionals, administrators and patients to improve the transparency and efficiency of the system; to empower European citizens to play an active role in managing their health, and to improve the overall quality of healthcare;
58. demande aux États membres de consacrer une plus grande part de leur budget dévolu à la santé aux technologies d'information, de manière à améliorer le fonctionnement des réseaux entre les hôpitaux, les laboratoires, les centres de dépistage, les pharmacies, les centres où sont dispensés les soins de base et d'autres établissements; de rendre l'information globalement accessible, moyennant des garde-fous appropriés, aux professionnels de la santé, aux administrateurs et aux patients afin d'améliorer la transparence et l'efficacité du système; pour donner aux citoyens européens la possibilité de jouer un rôle actif dans la gestion de leur santé, tout en améliorant la qualité générale des soins;
