Claudette Tardif (Deputy Leader of the Opposition): Honourable senators, before asking my question, I would like to point out that today, francophones in Ontario are celebrating Franco-Ontarian Day, which recognizes the importance and vitality of the Franco-Ontarian community and the French fact in Canada.

Mr. Speaker, I think that we should target the development of the French fact in North America, especially in Quebec, in Acadia, among the francophones of Newfoundland and Labrador and the Franco-Ontarians, the Franco-Manitobans, the Franco-Saskatchewanians, the Franco-Albertans, the francophones of British Columbia, the Franco-Yukoners, the francophones of Nunavut and the Franco-Ténois to help them combat the ethnocultural assimilation that assails both Quebec—which accounts for only 2% of North America—and all these communities living under the yoke of anglophone provinces, which too often have abolished their schools, with the result that the French fact is now locked in a perpetual struggle to survive and recover lost ground.

In closing, I invoke the Standing Orders of the House which allow me, as a member, proud to be what I am, a Franco-Ontarian, a French Canadian, or if Reform Party members prefer, a French-speaking Canadian, a fourth-generation Franco-Ontarian whose ancestors came from France in the 17th century, and call upon all my colleagues here in the House to let me have a vote on this bill by overriding the Standing Orders.
En terminant, je fais appel au Règlement de la Chambre qui me permet, comme député, fier d'être ce que je suis, comme Franco-Ontarien, comme Canadien français, ou si les députés du Parti réformiste préfèrent, un Canadien de langue française, quatrième génération franco-ontarienne, et de souche française depuis le XVIIe siècle, je lance un défi à tous mes collègues présents en Chambre de me permettre d'avoir un vote sur ce projet de loi en le dispensant du Règlement de la Chambre.
