Mr. Maka Kotto (Saint-Lambert, BQ): Mr. Speaker, if I understood the Minister of Canadian Heritage correctly yesterday, she said she cannot be both judge and jury, that she cannot act immediately, that she cannot appeal the CRTC decision on subscription radio before certain groups appeal the decision themselves.

Maka Kotto (Saint-Lambert, BQ): Monsieur le Président, si j'ai bien compris la ministre du Patrimoine canadien hier, elle affirme qu'elle ne peut être juge et partie, qu'elle ne peut pas agir tout de suite, qu'elle ne peut pas faire appel de la décision du CRTC concernant la radio par abonnement avant que certains groupes n'aient porté eux-mêmes la décision en appel.
