Since the objectives of this Regulation, namely the development and implementation of a system of integrated management of the external borders to ensure the proper functioning of the Schengen area, cannot be sufficiently achieved by the Member States acting in an uncoordinated manner but can rather, by reason of the absence of controls at internal borders, the significant migratory challenges at the external borders, the need to monitor efficiently the crossing of those borders, and to contribute to a high level of internal security within the Union, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the TEU.

There has been a perceptible stabilisation of the RAL between 2001 and 2000: given the constant disparity between commitment appropriations and payment appropriations for all previous financial years, the stabilisation of the RAL achieved in the field of external aid is a clear reflection of the active policy to improve disbursement rates and portfolio management, leading to a high level of decommitments associated with the closure of projects (approximately EUR 580 million).

Since the control of the Union’s external borders is a common and shared interest which must be carried out in accordance with high and uniform Union standards, the objectives of this proposal cannot be sufficiently achieved by the Members States, and can be better accomplished at the level of the Union, the Union may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

Since access to raw materials remains an important element in the EU's drive to move to a high-technology and high value-added economy, the Commission has adopted a Communication on Commodities and Raw Materials which reinforced the three pillar based approach to achieving sustainable supply of raw materials: supply from global markets (external pillar), sustainable supply from sources in the EU and recycling and resource efficiency.

2. Before submitting its proposal for the next framework programme, the Commission shall have an external assessment carried out by independent highly qualified experts of the implementation and achievements of Community activities during the five years preceding that assessment.
