– (FR) Madam President, Commissioner, what we have learned from the debate or, rather, the controversy created by Commissioner Bolkenstein in his quest to liberalise the postal services, undertaken in the absence of any assessment of the first phase and in contravention of the rules defined by this directive is that, under cover of progressive and status-enhancing terms such as modernisation, liberalisation and keeping pace with rapid technological developments, we are slipping into a situation in which the social quality of countries is declining.
- Madame la Présidente, Monsieur le Commissaire, que nous a appris le débat, ou plutôt la polémique suscitée par le commissaire Bolkenstein dans sa poursuite d'une libéralisation des services postaux, entreprise en l'absence de tout bilan de la première étape et en violation des règles définies par cette directive ? Que sous couvert de termes progressistes et valorisant tels que modernisation, libéralisation, accompagnement des essors technologiques, on bascule dans une régression de la qualité sociale d'un pays.
