I am convinced that these improvements are going to provide a basis for strengthening the framework for economic governance of the Economic and Monetary Union, that these ideas and the debate which we will be holding following last weekend not only do not weaken the pact but in fact strengthen it, because the weakness of a pact, the weakness of a fiscal framework, does not just stem from the theoretical brilliance of the rules we all respect a priori or in theory, but also from the capacity to apply those rules and, as the recent judgment of the Court of Justice of the European Communities states, the decisions fall to the Member States meeting in the Council.

As a Finn, I would ask the Prime Minister of our beloved neighbour and the country to hold the presidency the following question. The conclusions of Stockholm state that the sound economic situation that has lasted quite a long time now in the European Union would not have been possible without monetary and economic union: has the Swedish government started preparations to fulfil their Community obligations by joining the third phase of monetary and economic union?
Le Finlandais que je suis pose la question au Premier ministre du pays qui est notre voisin cher et qui assure la présidence : il est dit dans les décisions de Stockholm que la bonne situation économique qui dure depuis un certain temps dans l’Union européenne n’aurait pas été possible sans l’Union économique et monétaire.
