Whereas a copy of proposed Regulations prescribing a definition for the word letter, substantially in the form of the annexed regulations was published in the Canada Gazette Part I on February 12, 1983 and a reasonable opportunity was thereby afforded to interested persons to make representations to the Honourable André Ouellet with respect thereto.
