As for the issue of privilege, as raised in the matter before the Senate, namely Bill C-18, my honourable colleague suggested that the bill contravenes section 47.1 of the Canadian Wheat Board Act and, for that reason alone, the honourable senators cannot study it, and that the minister, by introducing the bill, acted in violation of the said section and breached the privileges of the Senate.
De prime abord, quant à la question de privilège, telle que soulevée dans l'affaire qui nous occupe pour le Sénat qui est saisi, à juste titre, du projet de loi C-18, mon honorable collègue a laissé entendre que le projet de loi contrevenait à l'article 47.1 de la Loi sur la Commission canadienne du blé et que, pour cette seule raison, les honorables sénateurs ne pouvaient pas l'examiner et que le ministre, en présentant le projet de loi, a agi en violation dudit article et a ainsi porté atteinte aux privilèges du Sénat.
