In order to make new research opportunities widely accessible and increase synergies between nationally funded research activities and Horizon 2020, the Commission will build on and complement existing information systems[27] to establish an information platform on marine research across the whole Horizon 2020 programme and work with Member States[28] to include information on nationally funded marine research projects.

At EU level, financing will be provided by the Connecting Europe Facility (CEF) for infrastructure investments, by HORIZON 2020 for research, development and innovation and by the CEF and HORIZON 2020 programmes for NAIADES II policy support actions and for deployment of innovation, including for the greening of the fleet.

The development and follow-up of the policy guidelines and actions proposed at the end of each section in this Communication will be ensured through the implementation instruments of the Erasmus+ and Horizon 2020 Programmes; the joint reporting on the strategic framework for European cooperation in education and training (ET 2020); the governance provisions of the Europe 2020 strategy and the annual EU Education and Training Monitor; and the Bologna process and policy dialogue with key international stakeholders.

15. Urges the Commission to bring regular assessment to bear on the implementation of the Horizon 2020 programme in fields related to the blue economy and to publicise the findings; supports the establishment of a specific partnership for the maritime industry under the framework of Horizon 2020 and calls for it to be included in the work programme of Horizon 2020 for 2016-2017; considers that more efforts should be made to improve the link between research and industry in the development of new products and processes, growth and jobs;
15. invite la Commission à procéder à des évaluations périodiques portant sur la mise en œuvre du programme Horizon 2020 dans les secteurs liés à l'économie bleue et à en rendre publics les résultats; soutient la création d'un partenariat spécifique pour le secteur maritime dans le cadre du programme Horizon 2020, et demande que celui-ci soit inclus dans le programme de travail d'Horizon 2020 pour la période 2016-2017; considère qu'il convient de redoubler d'efforts en vue d'améliorer les liens entre la recherche et l'industrie dans le développement de nouveaux produits et processus, de la croissance et de l'emploi;

17. Believes that ERDF funding alone will not be enough to allow the ORs to meet the Europe 2020 and Horizon 2020 targets; considers, in this connection, that the Commission should make the necessary adjustments and guarantee OR access to the Horizon 2020 programme by setting up dedicated programmes that can help to foster greater OR inclusion in European and international research and innovation networks; points out in this connection that the Horizon 2020 strategy itself, in its 'Spreading Excellence and Widening Participation' section, draws attention to significant disparities, as identified in the Innovation Union Scoreboard, between research and innovation performance and the specific measures for spreading excellence and widening participation in Member States and regions that are low-performing in terms of research and innovation;
17. estime que le FEDER ne pourra, à lui seul, permettre aux RUP de répondre aux objectifs de la politique de cohésion et des stratégies UE 2020 et Horizon 2020; considère qu'à ce titre, la Commission devrait adapter et garantir l'accès des RUP au programme Horizon 2020 par la création de programmes dédiés favorisant l'intégration de RUP dans les réseaux européens et internationaux de recherche et d'innovation; rappelle, à cet égard, que la stratégie Horizon 2020, dans la section concernant le programme "Élargissement de la participation et diffusion de l'excellence", souligne l'existence d'écarts significatifs, identifiés par le tableau de bord de l'innovation de l'Union, entre la performance en matière de recherche et d'innovation et les mesures spécifiques destinées à diffuser l'excellence et à élargir la participation des États membres et des régions en retard en matière de recherche et d'innovation;

With the aim of achieving added value and substantial impact of Union funding, close synergies should be developed between the COSME programme, Regulation (EU) No 1291/2013 of the European Parliament and of the Council ("the Horizon 2020 programme"), Regulation (EU) No 1303/2013 of the European Parliament and of the Council ("the Structural Funds") and other Union programmes.
