Horizon 2020 should be implemented with a view to contributing directly to creating industrial leadership, growth and employment as well as citizens' welfare in Europe, and should reflect the strategic vision of the Commission Communication of 6 October 2010 entitled "Europe 2020 Flagship Initiative Innovation", in which the Commission commits itself to radically simplify access for participants.
Horizon 2020 devrait, à travers sa mise en œuvre, fournir une contribution directe à la primauté industrielle, à la croissance et à l'emploi, ainsi qu'au bien-être des citoyens en Europe et concrétiser la vision stratégique décrite par la Commission dans sa communication du 6 octobre 2010 intitulée "Initiative phare Europe 2020 - Une Union de l'innovation", dans laquelle la Commission s'engage à simplifier radicalement l'accès des participants.

Horizon 2020 should be implemented primarily through transnational collaborative projects, delivered through calls for proposals in the Horizon 2020 work programmes provided for in Decision 2013/743/EU.

With the aim of deepening the relationship between science and society and reinforcing public confidence in science, Horizon 2020 should foster the informed engagement of citizens and civil society in research and innovation matters by promoting science education, by making scientific knowledge more accessible, by developing responsible research and innovation agendas that meet citizens' and civil society's concerns and expectations and by facilitating their participation in Horizon 2020 activities.

(2) Horizon 2020 should be implemented with a view to contributing directly to research and innovation excellence, creating industrial leadership, growth and employment in Europe and should reflect the strategic vision of the Commission Communication of 6 October 2010 to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Region "Europe 2020 Flagship Initiative Innovation" whereby the Commission engages to radically simplify access of participants.At the same time Horizon 2020 should duly take into account the need to distinguish between different types of beneficiaries.
(2) "Horizon 2020" devrait, à travers sa mise en œuvre, fournir une contribution directe à l'excellence en matière de recherche et d'innovation, à la primauté industrielle, à la croissance et à l'emploi en Europe et concrétiser la vision stratégique décrite par la Commission dans sa communication du 6 octobre 2010 au Parlement européen, au Conseil, au Comité économique et social européen et au Comité des régions intitulée "Initiative phare Europe 2020 - Une union de l'innovation", dans laquelle elle s'engage à simplifier radicalement l'accès des participants. Parallèlement, Horizon 2020 devrait tenir dûment compte de la nécessité d'opérer la distinction entre différents types de participants.

(2) Horizon 2020 should be implemented with a view to contributing directly to creating industrial leadership, growth and employment in Europe and should reflect the strategic vision of the Commission Communication of 6 October 2010 to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Region "Europe 2020 Flagship Initiative Innovation" whereby the Commission engages to radically simplify access of participants.

(21a) With a view to the overall aim of Horizon 2020 to achieve greater simplification and harmonisation of the research and innovation funding landscape at European level, Joint Undertakings should avoid different sets of rules from Horizon 2020 and the duration of all public-private partnerships financed under Horizon 2020 should be aligned with the duration of Horizon 2020, to avoid different sets of rules running in parallel and related additional administrative burden for participants and Union bodies in the future;

The ERDF should therefore support all the efforts made by the regions to set up such research institutions in an innovation-friendly environment. All possible synergies with 'Horizon 2020' should be exploited, in particular where regions apply for support under the 'Horizon 2020' programme by, for example, taking part in a competition for the creation of outstanding research institutions alongside an existing top research body.
C'est pourquoi le FEDER devrait soutenir toutes les régions qui s'efforcent de se doter d'instituts de recherche de pointe dans un cadre propice à l'innovation, en particulier celles qui sollicitent un soutien de la part du programme Horizon 2020, par exemple en participant à des concours visant à mettre sur pied des instituts d'excellence dans le domaine de la recherche en collaboration avec un établissement de recherche de pointe: dans ce contexte, toutes les synergies envisageables avec le programme Horizon 2020 méritent d'être exploitées.
