It should be added that, even assuming that the consultation of in-house lawyers employed by the undertaking or group were to be covered by the right to obtain legal advice and representation, that would not exclude the application, where in-house lawyers are involved, of certain restrictions and rules relating to the exercise of the profession without that being regarded as adversely affecting the rights of the defence.

However, social housing has been set in the spotlight of this debate on the example of the Netherlands. This is not a one-off case – tenants’ associations and tenants’ representatives, in particular, have suspected for years that Europe’s focus on competitiveness at the very least restricts social housing in Europe, if not aims to make it completely impossible.

As I understand it, there are apparently to be negotiations between the Commission and the Council of Ministers to reduce the impact of Parliament's request, despite the fact that it is unequivocal. The Commission is apparently calling for the eligibility of expenditure on housing renovation to be limited to 3% of the total cost of renovation work, whereas Parliament did not adopt any amendment calling for any restriction whatsoever on cofinancing.
