Calls on the Union, in its bilateral relations with and its financial assistance to Egypt, to take into consideration both the serious economic challenges the country is facing and their social consequences, on the one hand, and to apply the principle of ‘conditionality’ (’more for more’), on the other; believes that the Union should not commit to a full and detailed free trade agreement with Egypt until the conditions for political stability, such as the settled establishment of elected democratic bodies, the rule of law, and respect for human rights and fundamental rights, have been fulfilled; notes that the Foreign Affairs Council on 21 August 2013 tasked HR/VP Catherine Ashton to review the issue of EU assistance under the ENP and the Association Agreement on the basis of Egypt’s commitment to the principles that underpin them and on the basis of the understanding that the assistance to the most vulnerable groups and to civil society will continue;

– having regard to the EU’s statements on Kazakhstan in the OSCE Permanent Council, of 3 November and 22 December 2011 and 19 January, 26 January and 9 February 2012, and to the statements by EU HR/VP Catherine Ashton on the events in the Zhanaozen district of 17 December 2011 and on the 15 January 2012 parliamentary elections in Kazakhstan (made on 17 January 2012),

HR/VP Catherine Ashton will visit the headquarters of the National League for Democracy (NLD) in Yangon and then meet with Ms Aung San Suu Kyi.

Calls on the HR/VP Catherine Ashton to firmly condemn the obstruction of China and Russia of the proposed UN resolution; urges the HR/VP to engage in immediate consultations at the highest level with the Russian and Chinese leadership in order to encourage their full support for upholding international human rights standards and future UN initiatives to the ongoing Syrian crisis;
6. invite Catherine Ashton, vice-présidente de la Commission/haute représentante de l'Union pour les affaires étrangères et la politique de sécurité, à condamner fermement l'opposition de la Chine et de la Russie à la proposition de résolution des Nations unies; l'invite instamment à engager sans délai des consultations au plus haut niveau avec les dirigeants russes et chinois pour les inciter à appuyer sans réserve les normes internationales relatives aux droits de l'homme et les futures initiatives des Nations unies concernant la crise syrienne;
