Considers a degree of voluntary, national fine-tuning of the criteria for support for areas with natural handicaps to be necessary in order to be able to respond appropriately to particular geographical situations where natural handicaps have been offset by human intervention; emphasises however that where land quality has been improved, the burden of ongoing associated maintenance costs such as drainage and irrigation must be taken into consideration; proposes that farm data (such as farm income and land productivity) be used inter alia for this purpose; emphasises, however, that the decision on the criteria to be used for fine-tuning must lie with the Member States since many Member States have already developed an appropriate and suitable system of differentiation which should be maintained;
20. estime qu'un certain degré d'ajustement national volontaire des critères régissant le soutien aux zones à handicaps naturels est nécessaire pour pouvoir réagir à des situations géographiques particulières où les handicaps naturels ont été compensés par une intervention humaine; souligne toutefois que, lorsque la qualité des sols a été améliorée, il convient de prendre en compte la charge liée aux frais d'entretien, tels que les frais de drainage et d'«irrigation; propose qu'à cet effet, il soit également fait appel à des données économiques (comme le revenu d'exploitation et la productivité des terres); souligne toutefois que la décision concernant les critères à utiliser pour cet ajustement est à prendre par les États membres, dès lors que nombre d'entre eux ont déjà mis au point un système approprié et performant de différenciation qu'il convient de conserver;

Stresses that R2P is primarily a preventive doctrine and that military intervention should be the last recourse in R2P situations; calls for R2P, whenever possible, to be carried out first and foremost through diplomatic and long-term developmental activities that focus on capacity-building in the fields of human rights, good governance, the rule of law, the reduction of poverty and emphasis on education and health, conflict prevention through education and the expansion of trade, effective arms control and prevention of illicit arms trading, and the strengthening of early warning systems; furthermore, recalls that there are many non-military coercive alternatives, such as preventive diplomacy, sanctions, accountability mechanisms and mediation; emphasises that the EU must continue to play a leadership role in the field of conflict prevention;
6. souligne que la responsabilité de protéger est, avant toute chose, une doctrine préventive et qu'une intervention militaire devrait être déclenchée en tout dernier recours dans des situations où ce principe est d'application; invite, dans la mesure du possible, à appliquer d'abord et avant tout la responsabilité de protéger par le biais d'activités diplomatiques et d'activités de développement à long terme axées sur le renforcement des capacités dans les domaines des droits de l'homme, de la bonne gouvernance, de l'état de droit, de la diminution de la pauvreté et de la promotion de l'éducation et de la santé, de la prévention des conflits par l'éducation et l'expansion des échanges, du contrôle effectif des armes et de la prévention du commerce illicite d'armes, ainsi que dans le domaine du renforcement des systèmes d'alerte rapide; rappelle, en outre, qu'il existe de nombreuses mesures coercitives autres que militaires, parmi lesquelles la diplomatie préventive, les sanctions, les mécanismes de responsabilisation et la médiation; souligne le rôle de leadership que l'UE doit continuer à exercer en matière de prévention des conflits;

6. Points out that humanitarian aid is one of the means available to the international community for helping to protect threatened populations and emphasises that the EU does not wish to remain unresponsive to violations of international humanitarian law (IHL); calls for an in-depth political debate to be held by the Member States and the EU institutions on the right - if not to say the duty - of intervention in the event of serious violations of IHL and/or human rights, taking also into account the conclusions and recommendations of the abovementioned Report of the International Commission on Intervention and State Sovereignty entitled "The responsibility to protect";
6. rappelle que l'aide humanitaire est un des moyens dont dispose la communauté internationale pour contribuer à la protection des populations menacées et souligne le souci de l'Union de ne pas rester sans réaction face à de telles violations du droit humanitaire international (DHI); appelle à un débat politique approfondi des États membres et des institutions européennes sur le droit, voire le devoir, d'ingérence en cas de violation grave du DHI et/ou des droits de l'homme, en tenant compte également des conclusions et des recommandations du rapport susmentionné de la commission internationale au sujet de l'intervention et de la souveraineté des États intitulé "La responsabilité de protéger";
