The EU human rights instruments and the impact of the Lisbon Treaty is the main theme at the NGO Forum in 2010, and workshops will centre around four topics:

F. whereas, during the Summit, the Tunisian authorities frequently obstructed freedom of expression and association, with no consideration for the international and extraterritorial nature of the event, and deploring, in this connection, the fact that official meetings of the coalition for the Citizen's Summit were systematically prohibited by the police and that the human rights workshop organised by the European Commission, in the presence of the official European Parliament delegation, was severely disrupted,
F. considérant que les autorités tunisiennes ont multiplié, dans le cadre du Sommet, les entraves aux libertés d'expression et d'association sans nullement respecter le cadre international et extraterritorial de cet événement et déplorant, à cet égard, que les réunions officielles de la coalition pour le Sommet citoyen aient été systématiquement interdites par les forces de l'ordre et que l'atelier "Droits de l'homme" organisé par la Commission européenne, en présence de la délégation officielle du Parlement européen, ait été largement perturbé,

F. whereas the summit was marked by the Tunisian authorities' multiplication of the obstacles to freedom of expression and association; deploring the systematic banning of the official meetings of the Citizens' Coalition for the Summit and the substantial disturbance of the human rights workshop organised by the European Commission and attended by Parliament's official delegation,
G. considérant que les autorités tunisiennes ont multiplié, dans le cadre du Sommet, les entraves aux libertés d'expression et d'association et déplorant, à cet égard, que les réunions officielles de la coalition pour le Sommet citoyen aient été systématiquement interdites par les forces de l'ordre et que l'atelier "droits de l'homme" organisé par la Commission européenne, en présence de la délégation officielle du Parlement européen, ait été largement perturbé;

The dissemination of human rights standards for public officials and some ngos and ethnic groups through a series of human rights workshops, but stresses that such activities need to lead also to concrete efforts to improve the human rights situation on the ground.
la diffusion des normes en matière de droits de l'homme à l'intention des agents de la fonction publique, de certaines ONG et de certains groupes ethniques par le biais d'une série d'ateliers sur les droits de l'homme, tout en soulignant que de telles activités doivent également conduire à de réels efforts pour améliorer la situation des droits de l'homme sur le terrain.

An EU-Morocco Association sub-committee on human rights, democratisation and good governance is being established; other partners were encouraged to do the same to allow for structured discussion and follow-up; the EU indicated that human rights will be an important component of the political chapter of the European Neighbourhood Policy Action Plans, and two regional workshops will be held this year on the rights of the child (including matters relating to family law and parental responsibilities) and on racism and xenophobia.
Un sous-comité d'association UE-Maroc sur les droits de l'homme, la démocratisation et la bonne gouvernance est en cours de création; les autres partenaires ont été encouragés à faire de même, en vue de permettre un travail et un suivi structurés; l'UE a indiqué que les droits de l'homme constitueront un volet important du chapitre politique des plans d'action dans le cadre de la politique européenne de voisinage. Par ailleurs, deux ateliers régionaux se tiendront cette année sur les droits de l'enfant (y compris les questions liées au droit de la famille et aux responsabilités parentales) ainsi que sur le racisme et la xénophobie.

Central America - "Education, investigation and defence of human rights in Central America", Commission for the Defence of Human Rights in Central America (CODEHUCA) ECU 80 000 Project to set up a methodology and teacher training course composed of three workshops, to prepare human rights organizers and educators in agencies working in this field in Central America.
Amérique Centrale - "Enseignement, recherche et défense des droits de l'homme en Amérique Centrale" de la Commission pour la défense et la protection des droits de l'homme (CODEHUCA) 80.000 ECU Ce projet englobe la mise sur pied d'un cours de formation méthodologique et pédagogique, composé de trois ateliers, en vue de sensibiliser les animateurs et les éducateurs des organismes qui travaillent dans le domaine des droits de l'homme en Amérique Centrale.
