The priority issues to be discussed in human rights dialogues are: the implementation of international human rights instruments; combating the death penaltytorture and other cruel treatment, and all forms of discrimination.children’s rights (particularly in armed conflict).women’s rights; freedom of expression; the role of civil society and the protection of human rights defenders; international cooperation in the field of international justice (especially with the International Criminal Court); the promotion of democratisation and good governance; and conflict prevention and the rule of law

Calls on the Philippines, as one of the countries having been granted GSP+ status by the EU, to ensure effective implementation of all the core international conventions relating to human and labour rights, the environment and good governance, as listed in Annex VIII to Regulation (EU) No 978/2012; recognises that the Philippines have strengthened their human rights legislation; calls on the Philippines to continue fostering further progress in the promotion of human rights, including the publication of the National Action Plan for Human Rights, as well as in the elimination of corruption; expresses particular concern with regard to the repression faced by activists who are peacefully campaigning to protect their ancestral lands from the impact of mining and deforestation; recalls that under the GSP+ beneficiaries will have to prove that they are implementing their obligations concerning human rights, labour, environmental and governance standards.

Several ministers notably stressed the importance of maintaining poverty eradication as the key focus of the future development agenda, while addressing possible gaps in the existing MDGs framework, such as human rights, governance, accountability, sustainable growth as well as fragility and conflict or post-conflict situations.

The long standing international consensus that Human Rights and fundamental freedoms are universal, indivisible and interrelated is reflected in the fact that most MEDA countries have ratified most major international Human Rights instruments, and universal Human Rights principles are enshrined in constitutions, legal codes and government pronouncements.

Reinforce the EU’s support for the promotion and protection of human rights, inter alia, as a basic requisite for the establishment of democracy, good governance and the rule of law by: strengthening EU-African cooperation within the human rights system, including addressing urgent issues in international human rights fora, encouraging adhesion to UN human rights instruments and compliance with their mechanisms, supporting the development and reinforcement of national judicial systems and national institutions for the promotion and protection of human rights in cooperation with existing national, regional and UN mechanisms, supporting civil society organisations and engaging in dialogue with them on human rights; monitoring in line with inter alia: EU guidelines on: human rights; the use of the death penalty; torture or other cruel, inhuman or degrading treatment; and human rights defenders.

In a Communication to the Council agreed today, the Commission analyses the tools the EU has at its disposal to improve human rights, and lays out the following priorities for action: - Working consistently together with countries over several years to help them improve their human rights record ; - Giving priority to countries which try hard to improve human rights by allocating funding to them ; - Offering greater support for electoral and democratic reform ; - Favouring action with a multiplier effect on human rights, such as support for independent media; - Mobilising international institutions, governments and NGOs to act in concert with the EU.
