a. Develop capacity and knowledge on the implementation of Business and Human Rights guidelines, in particular as regards the implementation of the UN Guiding Principles (UNGPs) and other tools/initiatives that contribute to the implementation of the UNGPs; strengthen the role and expertise of DELs in this context; raise awareness on the UNGPs and corporate social responsibility in external action and policy dialogue and proactively engage with business, civil society, National Human Rights Institutions, partner governments and regional organisations on issues related to business and human rights, as regards both civil and political rights and economic, cultural and social rights.
a. Développer les capacités et les connaissances pour ce qui est de la mise en œuvre des orientations ayant trait aux entreprises et aux droits de l’homme, en particulier les principes directeurs des Nations unies et les autres outils/initiatives contribuant à la mise en œuvre desdits principes; renforcer le rôle et l’expertise des délégations dans ce contexte; faire mieux connaître les principes directeurs des Nations unies et la responsabilité sociale des entreprises dans le cadre de l’action extérieure et du dialogue sur l’action à mener et collaborer de manière proactive avec les entreprises, la société civile, les institutions nationales des droits de l’homme, les gouvernements partenaires et les organisations régionales sur les questions liées aux entreprises et aux droits de l’homme, en ce qui concerne tant les droits civils et politiques que les droits économiques, culturels et sociaux.

whereas, despite accepting 182 of the 227 recommendations put forward by the UN Human Rights Council at its June 2014 periodic review, Vietnam rejected recommendations such as the release of political prisoners and people detained without charge or trial, legal reform to end political imprisonment, the creation of an independent national human rights institution and other steps aimed at promoting public participation; whereas, however, Vietnam has recently allowed international human rights groups to meet with representatives of the opposition and government officials for the first time since the end of the Vietnam War.
considérant que s'il a accepté 182 des 227 recommandations formulées par le Conseil des droits de l'homme des Nations unies lors de son examen périodique de juin 2014, le Viêt Nam a rejeté des recommandations telles que la libération des prisonniers politiques et des personnes maintenues en détention sans inculpation ni procès, des réformes juridiques en vue de mettre un terme à l'emprisonnement politique, la création d'une institution nationale indépendante chargée des questions relatives aux droits de l'homme, ainsi que d'autres mesures destinées à favoriser la participation du public; que, cela dit, le Viêt Nam a récemment autorisé des associations internationales de défense des droits de l'homme à rencontrer des représentants de l'opposition et des fonctionnaires du gouvernement pour la première fois depuis la fin de la guerre du Viêt Nam.

strengthening the rule of law, promoting the independence of the judiciary and of the legislature, supporting and evaluating legal and institutional reforms and their implementation, and promoting access to justice, as well as supporting national human rights institutions.

As regards the observance of international human rights law, the human rights institutions need to be brought fully in line with the UN principles.

-Promote and protect human rights,including by supporting the work of and taking forward dialogue with relevant human rights institutions from both continents, with relevant national institutions (e.g. national parliaments) as well as civil society and local authorities.
