We appointed the first EU Special Representative for Human Rights, Mr Stavros Lambrinidis, to promote human rights through dialogue with third countries as well as international and regional organisations.

In general, particularly during informal talks on the reform of the Commission on Human Rights, the European Union underlined the importance of the special mechanisms developed in the CHR framework over the years and expressed the wish that all States which are members of the United Nations should cooperate fully with the special rapporteurs, special representatives, independent experts and CHR working parties.

During a debate in the European Parliament on human rights, Mr Van den Broek, the Commissioner with special responsibility for coordinating human rights policy, confirmed the Commission's intention to present a communication on human rights to the Council and Parliament round about July.
