Considers that the internal and external aspects of EU security should be treated as complementary dimensions of the same strategy, as the European Council has made clear since its meetings in Tampere (1999), Feira (2000) and Stockholm (2010), when it adopted the European freedom, security, and justice area objectives for the period 2010-2014; stresses that under no circumstances are core values and norms such as human rights, fundamental rights and freedoms and humanitarian law negotiable in the context of the fight against international terrorism and that one of the conclusions of the European Parliament’s Temporary Committee on the alleged use of European countries by the CIA for the transportation and illegal detention of prisoners is that national and EU anti-terrorism policies and measures need more parliamentary oversight;
