TRADUCTIONS EN CONTEXTE

We have five proposals: first, to apply human rights and international humanitarian law to stop the deterioration of the situation into full-blown war; second, to support the initiatives of Colombian civil society with a view to appointing a United Nations facilitator to promote dialogue between the government and the guerrilla forces; third, to support the truce that is being proposed as an option to stop the war with the accompaniment of international verification; fourth, to eradicate, both manually and on a voluntary basis, all of the illegal drug crops within the framework of the truce; and fifth, to strengthen civil society by seeking democratic alternatives that will allow us to develop a new society.

Calls on the EU Member States to ensure that coordination and cooperation with the ICC is included in the mandate of relevant regional EU Special Representatives (EUSRs); calls on the High Representative to appoint an EUSR on International Humanitarian Law and International Justice with the mandate to promote, mainstream and represent the EU's commitment to the fight against impunity and the ICC across EU foreign policies;

Strongly deplores the recent military escalation and the further deterioration of the humanitarian situation in Gaza, expressing at the same time its unconditional sympathy for the civilian population in southern Israel; urges all parties to fully implement UN Security Council resolution 1860 (2009) with a view to securing a permanent ceasefire; underlines the urgent need for effective accountability in cases of violations of international humanitarian law; welcomes in this regard the decision of the UNHRC to appoint an independent fact-finding mission to investigate war crimes and serious human rights violations by all sides during the recent conflict in Gaza; urges all parties to cooperate with the UN human rights investigators; takes note of the commitment of the External Relations Council of 27 January 2009 to follow those investigations closely and asks the Commission to decide, in close consultation with the Member States, on the further action to be taken once the findings are known;

With regard to the human rights situation in Sudan, the European Union worked together closely with the group of African countries for the adoption of a resolution condemning widespread and systematic violations of human rights and humanitarian law, appointing a Special Rapporteur, demanding an end to impunity in Darfur and calling for full cooperation in the implementation of UN Security Council resolutions, including Resolution 1593 (2005), which refers these violations to the International Criminal Tribunal.
Concernant la situation des droits de l’homme au Soudan, l’Union Européenne a coopéré étroitement avec le groupe des pays africains dans l’adoption d’une résolution condamnant les violations généralisées et systématiques des droits de l’homme et du droit humanitaire, établissant un rapporteur spécial, exigeant qu’il soit mis un terme à l’impunité au Darfour et demandant la pleine coopération à la mise en œuvre des résolutions du Conseil de Sécurité de l’ONU dont la résolution 1593(2005) qui saisit la Cour Pénale Internationale de ces violations.
