TRADUCTIONS EN CONTEXTE

Deplores that a number of partners of the EU and its Member States are engaged in grave violations of international humanitarian law; calls for the EU to seize all bilateral tools at its disposal to effectively promote compliance with international humanitarian law by its partners, including through its political dialogue and, in the event that such dialogue yields no results, to consider other measures in accordance with the EU Guidelines on promoting compliance with international humanitarian law.

14. Calls for the EU to effectively promote compliance with international human rights law and international humanitarian law, as provided for in the relevant EU guidelines; stresses, in particular, the need for the EU, in its political dialogue with Saudi Arabia, to raise the necessity of complying with international humanitarian law; calls on the Council, should such dialogue yield no results, to consider imposing restrictive measures and sanctions on states or individuals involved in violations of international humanitarian law, such as Saudi Arabia and the United Arab Emirates, in addition to the already existing restrictive measures against Houthi leader Abdulmalik Al-Houti and Ahmed Ali Abdullah Saleh, the son of the ousted Yemeni President;
14. demande à l'Union européenne de promouvoir efficacement le respect du droit international en matière de droits de l'homme et du droit humanitaire international, conformément aux lignes directrices pertinentes de l'Union; souligne en particulier la nécessité, pour l'Union européenne, dans le cadre de son dialogue politique avec l'Arabie saoudite, de mettre en avant l'importance de respecter le droit humanitaire international; demande au Conseil, au cas où ce dialogue ne débouche sur aucun résultat, d'envisager d'appliquer des mesures restrictives et des sanctions à l'encontre des personnes ou des États impliqués dans des violations du droit humanitaire international, tels que l'Arabie saoudite et les Émirats arabes unis, outre les mesures restrictives déjà prises à l'encontre du dirigeant houthiste Abdulmalik Al-Houti et d'Ahmed Ali Abdullah Saleh, le fils du président yéménite évincé;

Calls for the EU to effectively promote compliance with international humanitarian law, as provided for in the relevant EU guidelines; stresses, in particular, the need for the EU, in its political dialogue with Saudi Arabia, to raise the necessity of complying with international humanitarian law; calls on the Council, in the event that such dialogue yields no results, to consider applying restrictive measures and sanctions to the states or individuals involved in violations of international humanitarian law, such as Saudi Arabia, in addition to the existing restrictive measures against Houthis;

5. Condemns the consistent thwarting of attempts to deliver humanitarian aid, and calls on all actors, and particularly the Assad regime, to immediately ensure the expansion of humanitarian relief operations, lift bureaucratic impediments and other obstacles, and facilitate safe, unhindered and immediate humanitarian access to populations in need of assistance throughout Syria’s territory, including across conflict lines and across borders from neighbouring countries; calls on all sides of the conflict to allow local ceasefires in order to facilitate humanitarian work, and to respect all obligations under international human rights and humanitarian law; calls for all those violating these obligations to be held accountable;
5. condamne la mise en échec constante des tentatives visant à apporter une aide humanitaire, et demande à tous les acteurs, et en particulier au régime d'Assad, d'assurer immédiatement l'expansion des opérations de secours humanitaire, de lever les obstacles bureaucratiques et autres, et de faciliter un accès humanitaire sûr, sans entraves et immédiat à des populations ayant besoin d'assistance sur tout le territoire de la Syrie, y compris aux abords des lignes de conflit et des frontières des pays voisins; appelle toutes les parties au conflit à appliquer des cessez-le-feu locaux afin de faciliter le travail humanitaire et à respecter toutes les obligations qui leur incombent en vertu des règles internationales en matière de droits de l'homme et du droit humanitaire international; demande que tous ceux qui violent ces obligations répondent de leurs actes;

Stresses that the right to health is a human right, and calls for the parties involved in an armed conflict to guarantee the availability, accessibility, acceptability and quality of medical services during armed conflicts; calls for a global commitment to ensuring that women and girls are safe from the start of every emergency or crisis by addressing the risk of sexual and gender-based violence, by raising awareness, by taking steps to prosecute the perpetrators of such violence, and by ensuring that women and girls have access to the full range of sexual and reproductive health services, including safe abortions, in humanitarian crises, rather than perpetuating what amounts to inhumane treatment, as required by international humanitarian law and as foreseen in the Geneva Conventions and their Additional Protocols.

Reaffirms the fundamental contribution of international humanitarian law to the modern history of humanity, and calls on all UN member states to seize the opportunity of the World Humanitarian Summit (WHS) to reaffirm the centrality of international humanitarian law and the protection it offers.

whereas the first World Humanitarian Summit will be held in Istanbul on 23-24 May 2016; whereas, in his report for the World Humanitarian Summit entitled ‘One humanity, shared responsibility’, the UN Secretary-General draws attention to what he calls ‘the brazen and brutal erosion of respect for international human rights and humanitarian law’ in armed conflict situations, which threatens to cause a return to an era of war without limits; whereas the report notes that the failure to demand and promote respect for these norms and to support the existing enforcement, monitoring and accountability mechanisms contributes to this erosion.

Deeply regrets the lack of respect for international humanitarian law, and expresses its shock and grave concern at the deadly attacks against hospitals, schools and other civilian targets that are occurring at an increasingly alarming rate in armed conflicts around the world, with patients, students, medical and teaching staff, humanitarian aid workers, children and family members becoming targets and victims; expresses its opinion that international condemnations must be followed by independent investigations and genuine accountability; calls on the Member States, the EU institutions and the Vice-President/High Representative (VP/HR) to recognise the true extent of this emergency and to use all instruments at their disposal to address this matter.

4. Calls on all parties to make every effort to resume and intensify the peace process with a view to a two-state solution, with Israel and Palestine as two sovereign states within secure borders; calls on Israel, in this respect, to fulfil its obligations under international law and international humanitarian law; calls on Hamas to end its rocket attacks and to assume its responsibilities by committing itself to a political process aimed at restoring inter-Palestinian dialogue and at contributing to the ongoing negotiations;
4. invite toutes les parties à consentir tous les efforts en vue de relancer et d'intensifier le processus de paix, qui pourrait se traduire par l'existence de deux États souverains, Israël et la Palestine, jouissant de frontières sûres; demande, à cet égard, à Israël de remplir les obligations qui lui incombent en vertu du droit international et du droit humanitaire international; demande au Hamas de mettre fin aux tirs de roquettes et d'assumer ses responsabilités en s'engageant dans un processus politique visant à rétablir le dialogue interpalestinien et à participer aux négociations en cours;

8. Considers that the embargo on the Gaza Strip represents collective punishment in contravention of international humanitarian law; calls on Israel to fulfil its international obligations, as an occupying power, in the Gaza Strip; calls on Israel to guarantee a continuous and sufficient flow of humanitarian aid, humanitarian assistance and essential goods and services, including fuel and power supplies, to the Gaza Strip; expresses grave concern at the announcement by Israel of progressive five per cent per week cuts in power supplies to the Gaza Strip, which cannot be considered consistent with meeting minimum humanitarian needs;
8. estime que l'embargo qui pèse sur la bande de Gaza représente une punition collective contraire au droit humanitaire international; demande à Israël d'honorer ses obligations internationales, en tant que puissance d'occupation, dans la bande de Gaza; invite Israël à garantir l'accès continu et suffisant de l'aide et de l'assistance humanitaires et des services et des marchandises de base, y compris du carburant et de l'électricité, à la bande de Gaza; exprime sa très vive inquiétude devant l'annonce par Israël de coupures de courant supplémentaires de 5% par semaine dans la bande de Gaza, ce qui ne saurait permettre de couvrir les besoins humanitaires minimaux;
