I therefore wish to draw the attention of those fellow Members who object to the principle of preferential treatment and who propose amendments seeking to remove the establishment of this principle from the report to the fact that, as a Hungarian citizen and in the name of the citizens of all the new Member States, I consider it unacceptable not to establish firmly the principle that workers from Member States are given preference over workers from third countries.
Je souhaite donc dire clairement à mes collègues députés qui sont contre le principe du traitement préférentiel ou qui proposent des amendements visant à supprimer ce principe du rapport qu’en tant que citoyenne hongroise et au nom des citoyens de tous les nouveaux États membres, je trouve inacceptable de ne pas instaurer sans équivoque le principe donnant priorité aux travailleurs des États membres par rapport aux travailleurs originaires de pays tiers.

As the European Parliament’s rapporteur on this subject, I sincerely hope that, based on Parliament’s report and the Commission’s upcoming communication, the Hungarian Presidency will manage to draw up a strategy which is truly in the spirit of the Community, and which will define this target group on economic, rather than ethnic grounds, while reinforcing the implementation of the directives on equal opportunities, taking account of the territorial nature of segregation and mitigating the disadvantage of citizens living in micro-regions.
En qualité de rapporteure du Parlement européen en cette matière, j’espère sincèrement que, sur la base du rapport du Parlement et de la future communication de la Commission, la Présidence hongroise parviendra à dégager une stratégie qui sera véritablement dans l’esprit de l’Union et qui définira ce groupe cible en se fondant sur l’économie et non sur l’ethnie lorsqu’il s’agira de passer à la mise en œuvre des directives sur l’égalité des chances, en prenant en considération la nature territoriale de la ségrégation et en limitant les discriminations subies par les citoyens qui vivent dans des microrégions.
