7. Notwithstanding paragraph 6 Member States may in exceptional cases impose driving restrictions extending the time limits laid down in paragraphs 3 and 4 on heavy goods vehicles, including those undertaking international transport provided that they submit evidence indicating that such additional restrictions can be justified on environmental, road-safety or social grounds and after having received prior agreement from the Commission in accordance with the Committee procedure laid down in Article 9.

What we have to do is achieve better management of all resources, specifically in relation to these transport limits, not just in the case of air transport but of transport in general, with growth possibilities within a sustainable development. I hope that, if things go well and we get through the internal discussions within the Commission, in the coming weeks we will be able to begin to discuss the White Paper on transport where, amongst other things, we propose the high-speed train as an alternative to air transport for journeys of less than 800 or 900 kilometres.

The aim of the Commission's proposal is not to question the principle of driving restrictions but to create a transport system of harmonised rules at EU level so that hauliers may make the best use of logistical planning tools for their international transport operations. The bans, where adopted, only apply to a limited network of major international roads - the TransEuropean road Network.
