(Return tabled) Question No. 466 Mr. Peter Julian: With regard to the Flathead River region: (a) why does the government consider British Columbia resource extraction pollution threats to the Waterton-Glacier International Peace Park are an acceptable development risk; (b) why, since 2005, does the Canadian government refuse the United States administration requests for a reference to the International Joint Commission (IJC) on Flathead River concerns; (c) for which transboundary rivers have IJC reference requests been accepted or refused; and (d) by department, what transboundary impacts have been identified in the environmental assessments of proposed resource development in the Flathead River region, including but not limited to, (i) as cumulative effects, (ii) toward water quality and quantity as the IJC described and recommended in its 1988 Report on the Flathead, (iii) on fisheries and habitats, (iv) on migratory and endangered species?

These are all political victories, but they are only political victories that count if in the end they result in an IJC reference, if in the end they result in a situation where that polluted water with the foreign biota and heavy phosphorus content and God knows what else does not make its way from Devils Lake into the Sheyenne River and into the Red River and ultimately into Lake Winnipeg and into the Nelson River and Churchill River and into Hudson Bay.

You can talk about the range of possibilities between what the two positions officially are: North Dakota wants to open an outlet tomorrow, or July 1, and does not want any nonsense about it, and Canada wants that outlet not to operate at all until there is a reference to the IJC. Between those two positions, you might have a range of measures.
