Considers it essential to foster an inclusive and tolerant society in BiH, protecting and promoting minorities and vulnerable groups; recalls that failure to implement the Sejdić-Finci ruling results in open discrimination against BiH citizens; urges that steps be taken to strengthen the Human Rights Ombudsman’s role and to develop, in cooperation with civil society, a state-level strategy against all forms of discrimination; calls on the competent authorities to further harmonise the country’s laws with the acquis, paying particular attention to discrimination on grounds of disability and age, as highlighted in the Structured Dialogue; calls on the BiH Ministry for Human Rights and Refugees to establish a working group on drafting amendments to the BiH Anti-Discrimination Law without further delay; is concerned at the fact that hate speech, hate crimes, threats, harassment and discrimination against LGBTI people continue to be widespread; encourages the authorities to implement awareness-raising actions on the rights of LGBTI people among the judiciary, law enforcement agencies and the general public; is concerned that cases of discrimination on religious grounds continue to be reported;

In Bosnia and Herzegovina, a lack of political will to implement reforms and the failure to implement the Sejdic-Finci ruling is hampering the country’s EU progress and economic prospects.
En Bosnie‑Herzégovine, le manque de volonté politique de mettre en œuvre les réformes et la non-exécution de l'arrêt Sejdic‑Finci entravent la progression du pays vers l'UE ainsi que ses perspectives économiques.

Having not implemented the Sejdic-Finci ruling, the country has not yet ended the discriminatory practice whereby citizens of Bosnia and Herzegovina not declaring themselves as belonging to one of the three Constituent Peoples are prevented to run for the Presidency and/or the House of Peoples of Bosnia and Herzegovina.
N'ayant pas exécuté l'arrêt Sejdic-Finci, il n'a pas encore mis fin à la pratique discriminatoire selon laquelle les citoyens de Bosnie-Herzégovine n'ayant pas déclaré appartenir à l'un des trois peuples constitutifs du pays n'ont pas le droit de poser leur candidature à la présidence et/ou à la Chambre des peuples de Bosnie-Herzégovine.

2. Stresses that the Commission should pay particular attention to the implementation of the Sejdić-Finci ruling when asked by the Council to prepare an opinion on an EU membership application; invites the Commission to be ready to facilitate an agreement on its implementation in order to guarantee equal rights for all citizens and to be instrumental in implementing the objectives of the EU agenda, including a functional system of good governance, democratic development and economic prosperity and respect for human rights;

7. Invites the Commission to further strengthen efforts to facilitate an agreement on the implementation of the Sejdić-Finci ruling guaranteeing equal rights for all constituent peoples and citizens, and to be instrumental in implementing the objectives of the EU agenda, including a functional system of good governance, democratic development and economic prosperity and respect for human rights;
7. invite la Commission à redoubler d'efforts afin de faciliter un accord sur la mise en œuvre de l'arrêt Sejdić-Finci, garantissant l'égalité des droits pour tous les peuples constituants et tous les citoyens, et à jouer un rôle utile dans la mise en œuvre des objectifs de l'agenda de l'Union, notamment l'instauration d'un système opérationnel de bonne gouvernance, le développement de la démocratie, la prospérité économique et le respect des droits de l'homme;

40. Despite intensive facilitation efforts of the Commission to resolve remaining blockages, the Sejdić-Finci ruling of the European Court of Human Rights has not been implemented.
40. Malgré les efforts de médiation considérables déployés par la Commission pour remédier aux blocages persistants, l’arrêt Sejdić-Finci de la Cour européenne des droits de l’homme n’a pas été exécuté.

Given that no solution has yet been found on the implementation of the Sejdic-Finci ruling and that the EU co-ordination mechanism has not been established, the same level of EU pre accession funds cannot be maintained.

Given that no solution has yet been found on the implementation of the Sejdic-Finci ruling and the EU coordination mechanism has not been established, the same level of funding under the Instrument for Pre-accession Assistance (IPA) cannot be maintained.
