Calls on Russia to actively contribute to the solving of the 'frozen conflicts' in its neighbourhood; reiterates the need for Russia to fully implement the Six-point ceasefire agreement including the respect for Georgia's sovereignty and territorial integrity; supports the Minsk Group in its progress regarding the conflict in Nagorno-Karabakh and welcomes Russian recent initiatives to give new momentum to the peace talks; welcomes the restarting of negotiations within the 5+2 format with regards to the Transnistrian conflict and takes note of the first official meeting on 1 December 2011 which hopefully will be the start of a solution to the conflict;

By way of derogation from the first and second subparagraphs, and in order to ensure consistency between the Partnership Agreement and the progress report, ►C1 Member States with no more than one operational programme per Fund may include the information relating to ex ante conditionalities referred to in Article 50(4), the information required by Article 50(5) ◄ and the information referred to in points (a), (b), (c) and (h) of the second subparagraph of this paragraph in the progress report instead of the annual implementation reports submitted in 2017 and 2019 respectively and the final implementation report, without prejudice to point (b) of Article 110(2).

Almost all of these and other directives stipulate that the Member States should submit a report to the Commission on their practical implementation and the points of view of the social partners.

The fourth progress report will provide a clear picture of how many of the recommendations the Commission has already implemented and where practical action is still needed. The rapporteur is therefore not going to comment separately and in detail on each individual point. This applies in particular to the large number of points which have been implemented satisfactorily.
À la lumière du quatrième rapport d'étape, il est facile de vérifier dans quelle mesure la Commission a déjà tenu compte des différentes recommandations, et de déterminer où des mesures concrètes restent à prendre. EU countries must report to the European Commission every 5 years on its implementation, including the points of view of workers and employers.
