(8) If Union surveillance is applied, release for free circulation of the products concerned should be made subject to presentation of an import document meeting uniform criteria. That document should, on simple application by the importer, be endorsed by the authorities of the Member States within a certain period but without the importer thereby acquiring any right to import.

52 (1) Despite anything in this Part, a person may import into Canada an animal by-product if the person produces a document that shows the details of the treatment of the by-product and an inspector has reasonable grounds to believe — based on the source of the document, the information contained in the document and any other relevant information available to the inspector and, if necessary, on an inspection of the by-product — that the importation of the by-product would not, or would not be likely to, result in the introduction into Canada, or the spread within Canada, of a vector, disease or toxic substance.

(3) In any proceedings under the Export and Import Permits Act, a document, purporting to be certified by the Chief of the Export and Import Permits Division to be a true copy of an import certificate, is prima facie evidence of the original document of which it purports to be a copy and that the same was issued at the time stated in the certificate and is signed, certified, attested or executed by the persons by whom and in the manner in which the same purports to be signed, certified, attested or executed as shown or appearing from such certified copy.

34.1 (1) Notwithstanding subsections 34(1) and (2), a person may import an animal product referred to therein if the person produces a document that shows the details of the treatment of the animal product and the inspector is satisfied, based on the source of the document, the information contained in the document and any other relevant information available to the inspector and, where necessary, on an inspection of the animal product, that the importation of the animal product into Canada would not, or would not be likely to, result in the introduction into Canada, or the spread within Canada, of a vector, disease or toxic substance.

18 (1) Prior to importing the hazardous waste or hazardous recyclable material, the importer shall provide the foreign exporter with a copy of the movement document indicating the movement document reference number and a copy of the import permit.

(45) In order to ensure uniform conditions for the implementation of this Regulation as regards imports, implementing powers should also be conferred on the Commission in respect of measures laying down fixed quantities of agricultural products considered to have been used in the manufacturing of the processed agricultural products for the purposes of the reduction or phasing out of import duties applicable in preferential trade and establishing the appropriate documentary requirements, the annual tariff quotas and the method of administration to be used for the import of processed agricultural products and certain agricultural products in accordance with the Union's international commitments, procedures for the application of specific provisions laid down in international agreements or acts adopting the import or export regime in particular on the guarantees covering the nature, provenance and origin of the product, recognition of the document used for verifying these guarantees , the presentation of a document issued by the exporting country and on the destination and use of the products , measures laying down the period of validity of import licences, the procedure for lodging a security and its amount, the use of those import licences and, where necessary, the specific measures relating to, in particular, the conditions under which applications for import are to be submitted and authorisation granted within the tariff quota and the appropriate documentary requirements.
(45) Afin d'assurer des conditions uniformes d'exécution du présent règlement en ce qui concerne les importations, il convient de conférer des compétences d'exécution à la Commission en vue d'adopter des mesures établissant les quantités fixes de produits agricoles considérées avoir été utilisées dans la fabrication des produits agricoles transformés aux fins de la réduction ou de l'élimination progressive des droits à l'importation applicables aux échanges préférentiels ainsi que les exigences documentaires appropriées, les contingents tarifaires annuels et la méthode d'administration à appliquer pour l'importation de produits agricoles transformés et de certains produits agricoles conformément aux engagements internationaux de l'Union, les procédures pour l'application de dispositions spécifiques établies dans des accords internationaux ou dans des actes portant adoption du régime d'importation ou d'exportation, en particulier les garanties quant à la nature, à la provenance et à l'origine du produit, la reconnaissance du document permettant de vérifier ces garanties, la présentation d'un document délivré par le pays exportateur ainsi que la destination et l'utilisation du produit, des mesures concernant la période de validité des licences d'importation, les procédures de constitution de garantie et le montant de celle-ci , l'utilisation de ces licences d'importation et, le cas échéant, les mesures spécifiques relatives notamment aux conditions selon lesquelles les demandes d'importation doivent être soumises et l'autorisation accordée dans le cadre du contingent tarifaire et les exigences documentaires appropriées.

(Return tabled) Question No. 129 Mr. Alex Atamanenko: With regard to the horse slaughter industry in Canada: (a) what is the government’s policy on requiring medical history on equine identity documents (EID) only for the last six months of a horse’s life, and not for an entire lifespan; (b) does the government have information on what happened to the meat from the racehorse Backstreet Bully, who had been administered several courses of a variety of banned medications throughout its lifetime, prior to being sold into the slaughter pipeline, and what are the details of Backstreet Bully’s EID and all other traceability documents and records; (c) does the government have information on what happened to the meat from the racehorse Silky Shark, who had been administered the drug phenylbutazone prior to being sold into the slaughter pipeline, and what are the details of Silky Shark’s EID and all other traceability documents and records; (d) what system is in place for owners to report the history of banned drugs they have administered to a horse that they previously owned, when they discover that a subsequent owner has sold that horse into the slaughter pipeline; (e) when such instances as mentioned in (d) are reported, and it is found that the meat was sold as human food, what system is in place to recall that meat from domestic and international retailers, (i) how many such instances have been reported, (ii) what were the results of the government’s investigations into these reports; (f) how does the government keep count of the number of horses being imported from the United States (U.S) for slaughter; (g) how does the government explain the discrepancy between the Canadian Food Inspection Agency (CFIA)/Agriculture Canada and U.S. Department of Agriculture figures; (h) what were the findings of the government’s investigation into the large numbers of emaciated horses arriving from the U.S. in 2011 destined for Les Viandes de la Petite-Nation slaughter plant, and ...

1. Catch documents, and any related documents, validated in conformity with catch documentation schemes adopted by a regional fisheries management organisation which are recognised as complying with the requirements laid down in this Regulation, shall be accepted as catch certificates in respect of the fishery products from species to which such catch documentation schemes apply and shall be subject to the check and verification requirements incumbent upon the Member State of importation in accordance with Articles 16 and 17 and to the provisions on refusal of importation laid down in Article 18.

Calls on all Union institutions, bodies, offices and agencies to ensure that the right of access to documents provided for in Regulation (EC) No 1049/2001 – an important right enjoyed by EU citizens – is guaranteed by improving transparency and making access to documents and information easy, user-friendly and comprehensible, including through the provision of barrier-free technologies, so as to enable citizens to participate more closely in the decision-making process; points in this context to the central importance of the work of the European Ombudsman in upholding the right of access to Union institutions' documents;
