The European Parliament, in its resolution of 21 April 2004 on improving safety at sea (4), has urged the Commission to present a proposal for a directive on investigating shipping accidents.
Le Parlement européen, dans sa résolution du 21 avril 2004 sur le renforcement de la sécurité maritime (4), a invité instamment la Commission à présenter une proposition de directive concernant les enquêtes sur les accidents de navigation.

Considers that EMSA, FRONTEX, the Fisheries Agency and the Environment Agency have various instruments at their disposal which could usefully be combined to provide effective support to a European maritime policy; therefore urges the Commission not only to remove obstacles to cooperation between these agencies, but to formalise such cooperation in order to achieve the following: (1) safety at sea and the protection of the marine environment (including fisheries inspection), protection from terrorism, piracy and criminal acts at sea and illegal, unregulated and unreported (IUU) fishing; (2) coordinated fisheries inspections and equal enforcement throughout the EU with equal penalties and sanctions being applied in the courts of Member States (3) strict monitoring of compliance with designated shipping routes and prosecution for illegal discharges from ships; rapid, coordinated response in the event of an accident, deploying the necessary measures as soon as possible, including designating places of refuge and ports for emergency use and combating illegal immigration; reiterates its call, included in the final report of the Temporary Committee on improving safety at sea (MARE), for a European coastguard service to be set up and asks the Commission to come forward with the study on its feasibility as soon as possible;

In its Resolution on improving safety at sea, adopted on 27 April 2004 following the work of the Temporary Committee on Improving safety at sea (MARE), the European Parliament stressed the importance of transnational cooperation in the response to accidents and the need for effective coordination.
Dans sa Résolution sur le renforcement de la sécurité maritime, adoptée le 27 avril 2004 suite aux travaux de la commission temporaire sur le renforcement de la sécurité maritime (MARE), le Parlement européen a souligné l’importance de la coopération transnationale pour la réponse aux accidents, et la nécessité d’une bonne coordination.

To this end, as the Commission stated in its Communication to the European Parliament and the Council on improving safety at sea in response to the Prestige accident, the legislation of the Member States should be approximated.

Face à ce type de catastrophe, et eu égard à la communication de la Commission au Parlement européen et au Conseil "sur le renforcement de la sécurité maritime suite au naufrage du pétrolier Prestige " (COM/2002/0681 final), quand la Commission compte-t-elle présenter une étude sur l’opportunité de revoir la législation en vigueur et les mécanismes existants pour la protection de l’environnement afin de réduire au minimum les risques d’accident, avec les dommages que cela implique?

Training and competence of crews was recognised as being an essential part of improving safety at sea and the adoption of the 1978 IMO Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW 78) was adopted.
La formation et la compétence des équipages ont été reconnues comme étant un élément essentiel de l'amélioration de la sécurité en mer; l'OMI a donc adopté en 1978 la convention internationale sur les normes de formation des gens de mer, de délivrance des brevets et de veille (convention STCW 78).

In the long run, the development of the Galileo system will re-use these installations and will have a positive impact on the whole of the outermost regions by inter alia improving safety at sea and air traffic control on the routes linking Europe to these regions.
