Due to the political situation in Burma/Myanmar and in Belarus, the temporary withdrawal of all tariff preferences in respect of imports of products originating in Burma/Myanmar or Belarus should be maintained.

According to Commission Implementing Decision 2012/274/EU of 24 April 2012 determining the second set of regions for the start of operations of the Visa Information System (VIS) , the ninth region where the collection and transmission of data to the VIS for all applications should start comprises Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan; the tenth region comprises Brunei, Burma/Myanmar, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand and Vietnam; and the eleventh region comprises the occupied Palestinian territory.

Urges the governments of China, India and Russia to use their considerable economic and political leverage with the Burmese authorities in order to bring about substantial improvements in Burma/Myanmar and to stop supplying the country with weaponry and other strategic resources; calls on the governments of the ASEAN countries and of China, which have a ‘privileged relationship’ with Burma/Myanmar, to use their good offices in particular to try to reverse Burma's policy of ethnic cleansing against the Rohingya, which is resulting in hundreds of thousands fleeing over the border into Bangladesh and increasing the hardship of the ultra-poor living in the Cox's Bazaar district;
13. prie instamment les gouvernements chinois, indien et russe d'utiliser, par rapport aux autorités birmanes, les moyens d'influence considérables dont ils disposent sur les plans économique et politique afin de favoriser la mise en œuvre d'améliorations significatives en Birmanie / au Myanmar, et de cesser de lui fournir des armes et d'autres ressources stratégiques; invite les gouvernements des pays de l'ANASE et de la Chine, qui ont une «relation privilégiée» avec la Birmanie / le Myanmar, à utiliser leurs bons offices, notamment pour tenter d'inverser la politique de nettoyage ethnique contre les Rohingyas qui se traduit par des centaines de milliers de personnes se réfugiant au Bangladesh voisin et par l'aggravation des conditions d'extrême pauvreté dans le district de Cox Bazar;

F. whereas these ongoing changes create important opportunities for developing a much improved relationship between the European Union and Burma/Myanmar;

By waiving the visa ban on U Nyan Win the EU had the opportunity, at a Troika meeting and in the presence of other Asian Foreign Ministers, to inform the Foreign Minister of Burma/Myanmar directly, in detail and unambiguously that the EU was still frustrated by the situation in Burma/Myanmar and shocked that the Government of Burma/Myanmar had not significantly promoted the democratisation of the country and improved the human rights situation.
En soulevant l’interdiction de visa qui pesait sur U Nyan Win, l’UE a eu l’occasion, lors d’une réunion de la troïka et en présence d’autres ministres des affaires étrangères asiatiques, d’informer le ministre birman des affaires étrangères directement, en détail et de façon très claire que l’UE demeurait déçue de la situation du Myanmar et choquée de voir que le gouvernement de ce pays ne promouvait pas de façon conséquente la démocratisation du pays et n’améliorait pas la situation des droits de l’homme.

[33] The EU Common Position on Burma/Myanmar prevents 'de facto' the conclusion of new contractual relations with the country, or for that matter with ASEAN of which Burma/Myanmar became a member in 1997.
