Improving the competitiveness of European economies is a long term and multifaceted endeavour.

Discussions have been also taken place at European level but have so far not led to a shared understanding on which of these technologies needs a more strategic cooperation to improve industrial competitiveness.[4] According to the latest Science, Technology and Competitiveness report, leading countries such as China, Japan and the US are also focusing on enabling technologies, especially biotechnology, ICT and nanotechnology.[5] Within ICT, specific fields such as micro- and nanoelectronics and photonics deserve immediate policy actions given the situation of the EU industry in global competition and the challenges stemming from the economic crisis.[6] Carbon capture and storage systems (CCS) is another activity on which the EU has offered cooperation to international partners, hence it must itself possess the necessary, affordable technologies.
Des discussions ont également eu lieu au niveau européen, mais n’ont jusqu’à présent pas abouti à une conception commune sur la question de savoir lesquelles de ces technologies nécessitent une coopération plus stratégique afin d’améliorer la compétitivité industrielle[4]. D’après le dernier rapport sur la science, la technologie et la compétitivité, les pays de pointe comme la Chine, le Japon et les États-Unis se concentrent eux aussi sur les technologies génériques, notamment la biotechnologie, les TIC et la nanotechnologie[5]. En matière de TIC, des domaines spécifiques tels que la micro- et la nanoélectronique ou la photonique méritent des actions politiques immédiates étant donné la situation du secteur industriel européen en termes de concurrence mondiale et les défis nés de la crise économique[6]. Les systèmes de captage et de stockage du carbone (CSC) sont une autre activité dans laquelle l’UE a offert sa coopération à des partenaires internationaux; elle doit donc être elle-même en possession des technologies nécessaires et accessibles.

The Commission will: present in 2011 a new strategy on the support of EU SMEs in markets outside the European Union and a strategy for globally competitive clusters and networks[40] with a specific focus on analysing the role played by them in improving SMEs’ competitiveness; address problems of SMEs with regard to the use of the EU Trade Defence Instruments (TDI) by increasing information on and assistance in using these instruments; pursue systematic efforts to eliminate non-tariff barriers in Free Trade Agreements and facilitate SMEs’ access to third country markets and help to enforce IPR, in line with the renewed trade policy.
La Commission: présentera en 2011 une nouvelle stratégie sur le soutien à apporter aux PME européennes dans les marchés extérieurs à l’UE ainsi qu’une stratégie en faveur de clusters et réseaux compétitifs au niveau mondial[40], en accordant une attention particulière à l’analyse du rôle joué par ceux-ci dans l’amélioration de la compétitivité des PME; traitera les problèmes rencontrés par les PME en ce qui concerne le recours aux instruments de défense commerciale de l’UE en augmentant l’information sur l’utilisation de ces instruments et l’assistance en la matière; poursuivra des efforts systématiques en vue d’éliminer les barrières non tarifaires dans les accords de libre-échange, de faciliter l’accès des PME aux marchés de pays tiers et d’aider à faire appliquer les DPI, conformément à la nouvelle politique commerciale.

To continue improving the competitiveness and access to markets of Union enterprises, the Commission may support actions to improve SME access to the internal market, such as information provision (including through digital services) and awareness-raising in relation to, among others, Union programmes, law and standards.

Afin de poursuivre l'amélioration de la compétitivité des PME et de l'accès aux marchés pour les entreprises de l'Union, la Commission peut soutenir des actions destinées à améliorer l'accès des PME au marché intérieur, telles que des actions d'information (notamment en recourant à des services numériques) et de sensibilisation concernant, entre autres, les programmes, le droit et les normes de l'Union.

The new generation of rural development strategies and programmes will be built around four axes, namely: axis 1, on improving the competitiveness of the agricultural and forestry sector; axis 2, on improving the environment and the countryside; axis 3, on the quality of life in rural areas and diversification of the rural economy; and axis 4, on Leader.
