Is greatly concerned by the crisis which has gripped the Central African Republic (CAR) since 2003; reiterates its condolences to the families of the victims of the clashes; reiterates its support for the independence, unity and territorial integrity of the CAR; reiterates its support for the ceasefire which resulted from the Brazzaville Agreement, initiation of the ‘disarmament, demobilisation, reconciliation’ (DDR) process, the coming pluralist, transparent legislative and presidential elections, and specific action to protect human rights; recalls the importance of peoples’ right to self-determination without outside interference; calls for the swift withdrawal of French troops from the CAR and the closure of permanent foreign military bases in the country; calls for stronger checks on UN forces and an in-depth, impartial and transparent enquiry into allegations of abuse or crimes committed; is particularly concerned at the vague notions of transnational companies in the CAR, especially those engaged in the extraction of precious stones and the harvesting of timber; recalls the inalienable right of peoples to their natural resources and the obligation of companies to submit to international law; underlines the importance for the EU and its Member States to commit fully – particularly in the Human Rights Council (HRC) – to the establishment by the UN of a binding instrument to be used against companies which fail to respect human rights;

Notwithstanding the first subparagraph and without prejudice to Article 40 of this Regulation, an enquiry into the amounts declared by a taxable person in connection with the supply of telecommunications services, broadcasting services and electronically supplied services which are taxable in the Member State in which the requesting authority is situated and for which the taxable person makes use or opts not to make use of the special scheme provided for in Section 3 of Chapter 6 of Title XII of Directive 2006/112/EC, may only be refused by the requested authority if information on the same taxable person obtained in an administrative enquiry held less than two years previously, has already been supplied to the requesting authority.

Calls on the United Nations High Commissioner for Human Rights to conduct an in-depth enquiry into the presumed massacre and many other abuses committed in the region of Mazar-I-Sharif; recommends that the United Nations immediately establish an independent committee of inquiry; calls on the Council and the Commission to take urgent measures via-à-vis the United Nations and the Afghan Government to protect the witnesses of alleged violations of human rights and war crimes in northern Afghanistan and to promote investigations these; invites the United Nations and the Afghan Government to press General Dostum and his senior commanders to immediately put an end to the torture and murder of witnesses of the massacre in northern Afghanistan and to guarantee their safety;
13. demande au Haut Commissaire de la Commission des droits de l'homme des Nations unies d'effectuer une enquête approfondie sur le massacre présumé et tout l'éventail des sévices commis dans la région de Mazar-I-Sharif; recommande la constitution immédiate, par les Nations unies, d'une commission d'enquête indépendante; demande au Conseil et à la Commission de prendre d'urgence des initiatives vis-à-vis des Nations unies et du gouvernement afghan pour protéger les témoins et pour favoriser des enquêtes sur les violations des droits de l'homme ou crimes de guerre qui auraient été commis dans le nord de l'Afghanistan; invite les Nations unies et le gouvernement afghan à engager instamment le général Dostum et ses officiers supérieurs à mettre immédiatement fin aux tortures et à l'assassinat de témoins du massacre commis dans le nord de l'Afghanistan et à donner à ces témoins des garanties de sécurité;
