Underlines that the EU budget should focus on infrastructure projects that will deliver high European added value, by removing bottlenecks and building/improving trans-border infrastructure, as well as upgrading existing infrastructure, such as rail links, in order to develop the EU's internal market and improve the competitiveness of the EU as a whole; notes that in the context of the current international situation on the EU's Eastern borders, it is of particular importance to connect Member States in the EU transport network with European technical parameters, including European standard gauge, so they can better integrate into the EU's common market; draws attention, at the same time, to the major interoperability problems still existing across the EU railway network, including rail gauge differences, and calls for efforts to be focused on harmonisation, with a view to building a genuinely interoperable European railway area, also stresses a need to develop intermodal connections of the railway with other transport modes;

By including the request under the item " Funding for the Border Infrastructure Fund relating to investments in infrastructure to reduce border congestion," the government did not clearly or transparently identify the nature of the request for funding — that is, G8 infrastructure project spending.
En incluant la demande dans le poste de « Financement au Fonds sur l'infrastructure frontalière, en vue d'investissements destinés aux infrastructures pour réduire l'engorgement à la frontière », le gouvernement n'a pas précisé de manière claire ou transparente l'objet de la demande de financement, à savoir les dépenses relatives aux projets d'infrastructure du G8.

7. Endorses the Commission’s view that cross-border infrastructure is one of the best examples of where the EU can plug gaps and deliver better value results; considers that targeted financial support at EU level can help to kick-start other important projects, which often have great commercial potential in the long term; notes that countries are now launching huge, ambitious infrastructure investment drives, that maintaining competitiveness means that Europe has a particularly strong strategic interest in effective infrastructure, to lay the foundations for long-term economic growth, and that the result would be a European core transport network ensuring a more energy-efficient transport sector, which could include shifting freight and passenger flows towards more sustainable and accessible transport modes; observes that such support needs to be targeted on key priorities – removing bottlenecks on strategic trans-European axes, encouraging their extension and building cross-border and intermodal connections;
