Another factor that we find has made it difficult to break out the cost for environmental assessment is that often a developer will have to do certain engineering studies—soils testing and that kind of thing—and the question always arises, is this an environmental assessment cost, or is it a cost you'd have to incur anyway simply because you want to do the proper engineering design for your project?
