(9) By derogation from Article 126(3)(e) of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union, in view of the increased workload related to the additional information to be collected for the Labour Force Survey ad hoc modules, which will contribute to providing the indicators for Union policy targets, it is necessary to cofinance the salary costs of the personnel of national administrations even if the relevant public authority would have carried out the supported action without an EU grant.
(9) Par dérogation à l’article 126, paragraphe 3, point e), du règlement (UE, Euratom) n° 966/2012 du Parlement européen et du Conseil du 25 octobre 2012 relatif aux règles financières applicables au budget général de l’Union, il est nécessaire, compte tenu de la surcharge liée à la collecte d’informations additionnelles pour les besoins de l’enquête sur les forces de travail, laquelle contribue, par ses modules ad hoc, à fournir les indicateurs pour les objectifs des politiques de l'Union, de cofinancer les coûts de rémunération du personnel des administrations nationales, même si l’autorité publique concernée aurait réalisé l’action ainsi soutenue sans subvention de l’Union.

3. With respect to the indicative budget breakdown specified in Part B of the Annex, France may adjust the financing between different measures in the same sub-programme within a limit of 15 % of the Union financial contribution to this sub-programme, provided that the total amount of eligible costs scheduled in the programme is not exceeded and that the main objectives of the programme are not thereby compromised.
3. En ce qui concerne la ventilation indicative du budget figurant dans la partie B de l’annexe, la France peut adapter le financement entre les différentes mesures d’un même sous-programme dans la limite de 15 % de la participation financière de l’Union à ce sous-programme, à condition que le montant total des coûts admissibles prévu dans le programme ne soit pas dépassé et que les objectifs principaux du programme ne soient pas ainsi compromis.

Where multiannual commitments are made, they shall contain provisions indicating that, for years other than the initial commitment year, the commitments are indicative and dependent on the future annual budgets of the Union.

In line with the obligations set out in Article 21(5) of the Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25 October 2012 on the financial rules applicable to the general budget of the Union and repealing Council Regulation (EC, Euratom) No 1605/2002, the European Commission will include in the draft budget a line accomodating internal assigned revenues and wherever possible, it will indicate the amount of such revenue.

In terms of cooperation, the overall indicative budget of the European Union allocated to Guatemala in the area of human rights and democratisation for the period 2002 – 2006 amounts to EUR 18 million.

Points out that the strengthening of political and economic links with the Mediterranean countries is increasingly becoming one of the European Union's political priorities (see also the most recent Commission statements); the strategic importance of the economic and social development of the Mediterranean region is recognised by all the institutions and is just as great a challenge as enlargement of the Union. For this reason it is necessary to establish a substantial indicative budget for the years 2000-2006;
