TRADUCTIONS EN CONTEXTE

The outstanding technical discussions that have taken place since July have included: stabilising the commitments of the EU and Japan on tariffs and services; settling on the final provisions for protection of EU and Japanese Geographical Indications; concluding the chapters on good regulatory practices and regulatory cooperation, and transparency; strengthening the commitment to the Paris agreement in the trade and sustainable development chapter; as well as clearing up a number of minor remaining issues in several parts of the agreement.
Les derniers aspects techniques examinés depuis juillet concernaient notamment la stabilisation des engagements de l'UE et du Japon sur les tarifs douaniers et les services, la définition des modalités finales de protection des indications géographiques européennes et japonaises, la conclusion des chapitres sur les bonnes pratiques réglementaires et la bonne coopération réglementaire ainsi que sur la transparence, le renforcement de l'engagement à l'égard de l'accord de Paris dans le chapitre relatif au commerce et au développement durable, ainsi que la résolution de certaines questions mineures encore en suspens dans plusieurs parties de l'accord.

The Commission will facilitate such cooperation by, among others, organising joint network events and establishing technical means of connection, with such networks and contact points as indicated in point 1

Insists on the effective implementation of the requirement contained in Article 25(b) of Regulation (EC) No 1905/2006 of the European Parliament and of the Council of 18 December 2006 establishing a financing instrument for development cooperation (the DCI Regulation), which stipulates that the Commission shall consistently use an approach based on results and performance indicators and shall clearly define and monitor its conditionality and support efforts of partner countries to develop parliamentary control and audit capacities and to increase transparency and public access to information‘; urges the Commission to extend these provisions to budget support to beneficiary countries of the European Development Fund(the ACP countries), for which – so far – only the more technical criteria of Article 61(2) of the Cotonou Agreement apply;

5. Where appropriate, economic cooperation and other forms of cooperation provided for in this Agreement may be supported by technical assistance from the Community, taking into account the Community’s relevant Council Regulation applicable to technical assistance in the Independent States, the agreed priorities in the indicative programme for Community technical assistance to Central Asia and its application in the Republic of Tajikistan and its established coordination and implementation procedures.
5. Le cas échéant, la coopération économique et d'autres formes de coopération prévues par le présent accord peuvent être appuyées par une assistance technique de la Communauté, compte tenu du règlement communautaire pertinent du Conseil applicable à l'assistance technique aux États indépendants, des priorités convenues dans le programme indicatif relatif à l'assistance technique de la Communauté à l'Asie centrale et de son application au Tadjikistan et des procédures de coordination et de mise en œuvre qui y sont fixées.

Innovative elements are in particular substantive disciplines addressing non-tariff barriers in certain sectors head-on; an enhanced mechanism of cooperation and consultation on Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary measures (SPS), the inclusion of a chapter on market access in services and investments, public procurement and competition, including subsidies, the strengthening of the protection and enforcement of intellectual property rights (including Geographical Indications), and a customs and trade facilitation chapter.
Parmi les éléments novateurs, on relève notamment des règles strictes pour lutter de front contre les obstacles non tarifaires dans certains secteurs, un mécanisme amélioré de coopération et de consultation sur les obstacles techniques au commerce (OTC) et les mesures sanitaires et phytosanitaires (SPS), l’inclusion d’un chapitre sur l’accès aux marchés pour les services et les investissements, les marchés publics et la concurrence, y compris les subventions, le renforcement de la protection et du respect des droits de propriété intellectuelle (y compris les indications géographiques) ainsi qu’un chapitre sur les questions douanières et la facilitation des échanges.

It is appropriate that the Commission publishes the list of eligible areas for the European territorial cooperation objective in application of the criteria set out in this Regulation, the indicative guidelines on the cost-benefit analysis necessary for the preparation and submission of major projects and for revenue generating projects, the indicative guidelines on evaluation and the list of actions eligible under technical assistance at the initiative of the Commission after consultation of the Coordination Committee of the Funds acting as a consultative committee,
Il convient que la Commission publie la liste des zones éligibles à l'objectif coopération territoriale européenne en application des critères définis dans le présent règlement, les orientations indicatives relatives à l'analyse coûts-avantages nécessaire pour l'élaboration et la présentation de grands projets et pour les projets générateurs de recettes, les orientations indicatives sur l'évaluation et la liste des actions éligibles au titre de l'assistance technique à l'initiative de la Commission, après consultation du comité de coordination des Fonds agissant en tant que comité consultatif,

23. Calls on the Commission to pay greater attention to the specific character of regions such as the Mediterranean, whose fishery is inherently of a multi-species nature, and to take specific measures for the aspects related to structural, market and international policy, as well as carrying out monitoring and identifying performance indicators on the basis of cooperation with specific scientific and technical bodies within the sector;
23. invite la Commission à prendre davantage en considération les spécificités de zones particulières, comme la Méditerranée, où la pêche est naturellement très diversifiée, en introduisant des mesures spécifiques concernant les aspects liés aux politiques structurelles, de marché et internationales, mais également en développant des actions de contrôle et une individualisation des indicateurs de rendement, auxquels seront associés des organismes scientifiques et techniques spécifiques du secteur;

24.
