IN-CONTEXT TRANSLATIONS

To complement these activities and in order to give a longer term vision to the security research a high-level "Group of Personalities" chaired by Commissioners Busquin and Liikanen (Research and Information Society respectively) and including CEOs from industry and research institutes, high level European political figures, members from the European Parliament and observers from intergovernmental institutions, has been established.
Pour compléter ces activités et donner une vision à plus long terme à la recherche sur la sécurité, il a été créé un groupe de personnalités de haut niveau, présidé par les commissaires Busquin et Liikanen (recherche et société de l'information, respectivement) et comprenant des dirigeants d'entreprises et d'instituts de recherche, des personnalités politiques européennes de premier rang, des membres du Parlement européen et des observateurs d'institutions intergouvernementales.

To implement this Action, a series of precursory activities (projects and supporting activities), established after a broad consultation with Member States, industry and research entities will be carried out at Community level that will reference, complement and build on existing RTD projects and studies undertaken already at European, regional, national and intergovernmental contexts.

It has also been traditionally characterised by strong State intervention, including cases of outright State ownership - although a privatisation process is well underway in several Member States - and public support to research and development activities. The industry is research-intensive and neither civil aircraft nor defence goods are subjected to the normal rules of world trade.

Considers that a European industrial defence policy should have the aim of optimising Member States’ capabilities by coordinating the development, deployment and maintenance of a range of capabilities, installations, equipment and services with a view to performing the full range of tasks, including the most demanding missions; strengthening Europe’s defence industry; promoting research and technology cooperation, and developing equipment cooperation programmes;

The first is the introduction and launch of the six industrial initiatives proposed by the Commission: wind, solar, bioenergy, CO2 capture, transport and storage, electricity grids and, finally, sustainable nuclear fission. The measures also seek to support and encourage research, particularly in the field of energy efficiency, and the establishment of agreements between public authorities, industry and researchers with a view to supporting the objectives laid down in the Strategic Plan.

Bringing together stakeholders around commonly-agreed, industry-driven research agendas, Joint Technology Initiatives will accelerate the generation of new knowledge, enhance the uptake of the results of research into strategic technologies and foster the necessary specialisation in high technology sectors which determine the EU's future industrial competitiveness.
Réunissant les parties prenantes autour d'agendas de recherche communément admis et inspirés par l'industrie, les initiatives technologiques conjointes accéléreront la génération de nouvelles connaissances, favoriseront l'adoption des résultats de recherche dans des technologies stratégiques et encourageront la spécialisation nécessaire dans des secteurs de haute technologie qui déterminent la compétitivité industrielle future de l'UE.

Emphasises the added value of consultation and cooperation with experts from all relevant security research stakeholders groups within the European Security Research Advisory Board framework; urges however a balanced involvement of industrial representatives, research sponsors and public and private customers, scientific research bodies, public institutions and representatives of civil liberties organisations;
