The Council Resolution of 20 July 2006 on the recognition of the value of non-formal and informal learning within the European youth field (3) emphasises that non-formal and informal learning can enable young people to acquire additional knowledge, skills and competences and contribute to their personal development, social inclusion and active citizenship, thereby improving their employment prospects; and that greater recognition of these should be given due consideration by employers, formal education and civil society in general.

Recalls the importance of the Council of Europe's recommendations and declarations, which have been agreed upon by all the EU Member States and lay down European standards relating to freedom of expression, press freedom, media pluralism and the independence, organisation, remit and funding of public service media, particularly in the information society, thereby safeguarding the credibility of public service broadcasting;

This initiative proposed by the European Commission expresses the ambition and commitment of the Union to promoting more inclusive economies and societies thereby responding to the strong expectations which have been expressed by the Parliament, NGOs, social partners, local authorities and which have been confirmed by the Member States at the recent Informal meeting of Ministers for Social Affairs held in Lisbon on 11-12 February 2000.

(65) The Council, in its resolution of 19 January 1999 on the consumer dimension of the information society(25), stressed that the protection of consumers deserved special attention in this field; the Commission will examine the degree to which existing consumer protection rules provide insufficient protection in the context of the information society and will identify, where necessary, the deficiencies of this legislation and those issues which could require additional measures; if need be, the Commission should make specific additional proposals to resolve such deficiencies that will thereby have been identified,
